Decision No. 190-QD/TW on promulgating the Party Election Regulations has subjects and scope of regulation for elections at Party cell congresses, Party congresses at all levels; elections at executive committee meetings, inspection committee meetings.
Elections at the National Party Congress are decided by the Congress. Party committees and Party organizations introducing party members to run for leadership positions of the State, the Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and State are applied according to this Regulation.
Article 24 of Decision No. 190-QD/TW clearly states the content of the election of the General Secretary as follows:
1. The Presidium shall report on the requirements and standards of the General Secretary and the expected personnel of the General Secretary introduced by the Party Central Committee of the previous term, the introduction opinions of the Politburo of the new term, and the results of the General Secretary's personnel introduction of the Congress for the conference to refer to.
2. Group meeting to discuss and conduct candidacy and nomination.
3. The Presidium summarizes the list of self-nominated and nominated people; proposes cases that are withdrawn and not withdrawn from the election list, and reports to the conference for consideration and decision.
Vote to ask for opinions from the conference for candidates, nominated at the conference (if necessary).
4. Make a list of voters, hold a meeting to vote on the number and list of voters.
5. Elections, ballot counting, election results announcement.
According to the announcement of the 15th Conference of the 13th Central Executive Committee of the Party, on personnel work of the 14th Party Congress, the Central Executive Committee of the Party unanimously approved the Report of the 13th Central Executive Committee of the Party submitted to the 14th Party Congress on personnel work of the 14th Central Executive Committee of the Party and voted to pass with a high concentration of votes on personnel introduced to participate in the 14th Central Executive Committee of the Party, personnel introduced to participate in the Politburo, Secretariat, Key Leaders of the Party and State of the 14th term, term 2026-2031 to be submitted to the 14th Party Congress for consideration, decision and organization of elections according to the Party's charter and regulations.
On January 19, 2026, the 14th Party Congress held a preparatory session, approved the election regulations at the Congress, and elected a Presidium consisting of 16 Politburo members.
