With the plan of 171 commune-level administrative units of Quang Ninh being merged into 51 units, including 27 wards, 21 communes and 3 special zones (Van Don, Co To, Mong Cai), the expected headquarters are as follows:
Dong Trieu City:
1. Establish An Sinh ward on the basis of merging 3 commune-level administrative units, including: An Sinh commune, Viet Dan commune, Binh Duong ward and a part of the natural area of 0.55 km2 of Duc Chinh ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Binh Duong Ward.
2. Establish Dong Trieu ward on the basis of merging 5 commune-level administrative units, including: Thuy An ward, Nguyen Hue commune, Hung Dao ward, Hong Phong ward and a part of the natural area of 6.31 km2 of Duc Chinh ward (the remaining part). Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Dong Trieu City.
3. Establish Binh Khe ward on the basis of merging 3 commune-level administrative units, including: Binh Khe ward, Trang An ward and Trang Luong commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Binh Khe Ward.
4. Establish Mao Khe ward on the basis of merging 4 commune-level administrative units, including: Mao Khe ward, Xuan Son ward, Kim Son ward, Yen Tho ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Mao Khe ward.
5. Establish Hoang Que ward on the basis of merging 4 commune-level administrative units, including: Yen Duc ward, Hoang Que ward, Hong Thai Tay commune and Hong Thai Dong commune. 6. Establish Yen Tu ward on the basis of merging 3 commune-level administrative units, including: Phuong Dong ward, Phuong Nam ward and Thuong Yen Cong commune. 7. Establish Vang Danh ward on the basis of merging 4 commune-level administrative units, including: Vang Danh ward, Bac Son ward, Nam Khe ward and part of the natural area of 3.54 km2 of Trung Vuong ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Trung Vuong Ward.
8. Establish Uong Bi ward on the basis of merging 3 commune-level administrative units, including: Quang Trung ward, Thanh Son ward, Yen Thanh ward and part of the natural area of 11.63 km2 of Trung Vuong ward. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Uong Bi City.
Quang Yen Town:
9. Establish Dong Mai ward on the basis of merging 2 commune-level administrative units, including: Dong Mai ward and Minh Thanh ward. Location of the working headquarters: Current headquarters of the Party Committee and People's Council of Dong Mai Ward.
10. Establish Hiep Hoa ward on the basis of merging 3 commune-level administrative units, including: Cong Hoa ward, Song Khoai commune and Hiep Hoa commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hiep Hoa commune.
11. Establish Quang Yen ward on the basis of merging 3 commune-level administrative units, including: Quang Yen ward, Yen Giang ward and Tien An commune. Location of the working headquarters: Current headquarters of the People's Council and People's Committee of Quang Yen town.
12. Establish Ha An ward on the basis of merging 3 commune-level administrative units, including: Tan An ward, Ha An ward, Hoang Tan commune and part of the natural area of 8.69 km2 of Lien Hoa commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Ha An ward.
13. Establish Phong Coc ward on the basis of merging 4 commune-level administrative units, including: Nam Hoa ward, Yen Hai ward, Phong Coc ward and Cam La commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Phong Coc ward.
14. Establish Lien Hoa ward on the basis of merging 4 commune-level administrative units, including: Phong Hai ward, Lien Vi commune, Tien Phong commune and a part of the natural area of 27.08 km2 of Lien Hoa commune (the remaining part). Ha Long City:
15. Establish Tuan Chau ward on the basis of merging 2 commune-level administrative units, including: Dai Yen ward, Tuan Chau ward and part of the natural area of 6.11 km2 of Ha Khau ward. 16. Establish Viet Hung ward on the basis of merging 3 commune-level administrative units, including: Viet Hung ward, Gieng Day ward and a part of the natural area of 8.61 km2 of Ha Khau ward (the remaining part). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Gieng Day Ward.
17. Establish Bai Chay ward on the basis of merging 2 commune-level administrative units, including: Bai Chay ward and Hung Thang ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Bai Chay Ward.
18. Establish Ha Tu ward on the basis of merging 2 commune-level administrative units, including: Ha Phong ward and Ha Tu ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Ha Phong ward.

25. Establish Thong Nhat commune on the basis of merging 4 commune-level administrative units, including: Thong Nhat commune, Vu Oai commune, Hoa Binh commune and a part of the natural area of 62.44 km2 of Dong Lam commune (the remaining part). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Thong Nhat commune.
Cam Pha City:
26. Establish Mong Duong ward on the basis of merging 2 commune-level administrative units, including: Mong Duong ward and Duong Huy commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Mong Duong Ward.
27. Establish Quang Hanh ward on the basis of merging 3 commune-level administrative units, including: Quang Hanh ward, Cam Thach ward and Cam Thuy ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Quang Hanh Ward.

28. Establish Cam Pha ward on the basis of merging 5 commune-level administrative units, including: Cam Trung ward, Cam Thanh ward, Cam Binh ward, Cam Tay ward, Cam Dong ward. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Cam Pha City.
29. Establish Cua Ong ward on the basis of merging 4 commune-level administrative units, including: Cua Ong ward, Cam Phu ward, Cam Thinh ward, Cam Son ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Cam Thinh Ward.
30. Establish Hai Hoa commune on the basis of Hai Hoa commune after adjusting a part of the natural area of 0.3 km2 of Hai Hoa commune to merge into Hai Lang commune (Tien Yen district). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hai Hoa commune.
Tien Yen District:
31. Establishment of Tien Yen commune on the basis of importing 3 status quo of commune administrative units, including: Phong Du commune, Tien Lang commune, Tien Yen town and a natural area of 17.18 km2 of Yen Than commune, a natural area of 4.41 km2 of Dai Duc commune, part of the natural area of 0.43 km2 of Vo Lu commune (Binh Lieu district). Place of office location: District Party Committee, People's Council, People's Committee of Tien Yen District today.
32. Establish Dien Xa commune on the basis of merging 3 commune-level administrative units, including: Dien Xa commune, Ha Lau commune and a part of the natural area of 34.32 km2 of Yen Than commune (the remaining part). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Dien Xa commune.
33. Establish Dong Ngu commune on the basis of merging 3 commune-level administrative units, including: Dong Hai commune, Dong Ngu commune and a part of the natural area of 41.48 km2 of Dai Duc commune (the remaining part). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Dong Ngu commune.
34. Establishing Hai Lang commune on the basis of importing two communal administrative units, including: Dong Rui commune, a natural area of 80.34 km2 of Hai Lang commune and a natural area of 0.3 km2 of Hai Hoa commune (Cam Pha city). Place of office location: The headquarters of the Party Committee, People's Council, People's Committee of Hai Lang Commune today.
Ba Che District:
35. Establish Luong Minh commune on the basis of merging 2 commune-level administrative units, including: Luong Minh commune and Dong Son commune (Ha Long city). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Luong Minh commune.
36. Establish Ky Thuong commune on the basis of merging 3 commune-level administrative units, including: Thanh Lam commune, Dap Thanh commune and Ky Thuong commune (Ha Long city). Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Dap Thanh commune.
37. Establish Ba Che commune on the basis of merging 4 commune-level administrative units, including: Ba Che town, Thanh Son commune, Nam Son commune, Don Dac commune and a part of the natural area of 0.2 km2 of Hai Lang commune, Tien Yen district (the remaining part). Dam Ha District:
38. Establish Quang Tan commune on the basis of merging 4 commune-level administrative units, including: Quang An commune, Duc Yen commune, Quang Lam commune, Quang Tan commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Quang Tan commune.
39. Establish Dam Ha commune on the basis of merging 5 commune-level administrative units, including: Dam Ha commune, Tan Binh commune, Dai Binh commune, Tan Lap commune and Dam Ha town. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Dam Ha district.
Hai Ha District:
40. Establish Cai Chien commune on the basis of maintaining the status quo of Cai Chien island commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Cai Chien commune.
41. Establish Quang Ha commune on the basis of merging 4 commune-level administrative units, including: Quang Ha town, Quang Minh commune, Quang Chinh commune, Quang Phong commune and part of the natural area of 2.16 km2 of Quang Long commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Quang Ha town.
42. Establish Duong Hoa commune on the basis of merging 3 commune-level administrative units, including: Quang Son commune, Duong Hoa commune and a part of the natural area of 11.48 km2 of Quang Long commune (the remaining part). 43. Establish Quang Duc commune on the basis of merging 3 commune-level administrative units, including: Quang Duc commune, Quang Thanh commune, Quang Thinh commune. Binh Lieu District:
44. Establish Hoanh Mo commune on the basis of merging 2 commune-level administrative units, including: Dong Van commune, Hoanh Mo commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hoanh Mo commune.
45. Establish Luc Hon commune on the basis of merging 2 commune-level administrative units, including: Dong Tam commune, Luc Hon commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Luc Hon commune.
46. Establish Binh Lieu commune on the basis of merging 3 commune-level administrative units, including: Binh Lieu town, Huc Dong commune and a part of the natural area of 130.32 km2 of Vo Ngai commune (the remaining part). Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Binh Lieu district.
Mong Cai City:
47. Establish Hai Son commune on the basis of merging 2 commune-level administrative units, including: Bac Son commune, Hai Son commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hai Son commune.
48. Establish Hai Ninh commune on the basis of merging 2 commune-level administrative units, including: Quang Nghia commune, Hai Tien commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hai Tien commune.
49. Establish Mong Cai special zone on the basis of transferring the status quo of 12 communes and wards, including: Binh Ngoc, Tra Co, Hai Xuan, Hai Yen, Tran Phu, Hai Hoa, Ka Long, Ninh Duong, Van Ninh, Hai Dong, Vinh Thuc island commune, Vinh Trung island commune. Location of the working headquarters: Current Mong Cai City Party Committee, People's Council, People's Committee.
50. Establish Van Don special zone on the basis of converting 12 communes and towns of Van Don island district to the status quo. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Van Don district.
51. Establish Co To special zone on the basis of converting 3 communes and towns of Co To island district to the status quo. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Co To district.
With the plan not to establish Mong Cai special zone, 12 communes and wards of Mong Cai city will be arranged into 4 administrative units and new headquarters as follows:
1. Establish Vinh Thuc commune on the basis of merging 2 communes in their original state, including: Vinh Thuc commune, Vinh Trung commune. Location of the working headquarters: Headquarters of the Party Committee, People's Council, People's Committee of Vinh Commune Currently implemented.
2. Establish Mong Cai 1 ward on the basis of merging 5 commune-level administrative units, including: Tran Phu ward, Hai Hoa ward, Binh Ngoc ward, Tra Co ward and Hai Xuan commune. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Mong Cai City.
3. Establish Mong Cai 2 ward on the basis of merging 3 commune-level administrative units, including: Ninh Duong ward, Ka Long ward, Van Ninh commune. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Ka Long Ward.
4. Establish Mong Cai 3 ward on the basis of merging 2 commune-level administrative units, including: Hai Dong commune, Hai Yen ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Hai Yen Ward.
