Accordingly, the People's Committee of Kien Giang province was assigned to preside over and coordinate with relevant ministries and agencies in preparing infrastructure conditions to serve the successful organization of the 2027 APEC Conference in Phu Quoc City, associated with the sustainable development of the locality and the country. This is a foreign activity and political task of the country.
Approving the policy of adjusting the Kien Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050 according to the shortened order and procedures according to the provisions of the law on planning and other relevant laws.
Implement a number of measures to quickly implement projects to meet the progress of the ASEAN ASEAN Conference 2027, associated with the sustainable development of localities and countries.
The Government approves the application of regulations on granting licenses for mineral exploitation for common construction materials (sea sand mines in Phu Quoc City) according to regulations on granting licenses for group IV mineral exploitation to contractors for construction of emergency public investment projects and minerals to provide construction materials for the project of building embankments and leveling the ground for the construction of the APEC Conference Center and functional works.
Assign the People's Committee of Kien Giang province to review, decide according to its authority and be responsible for implementing emergency public investment projects according to the provisions of the law on public investment and other relevant laws for projects.
Review, decide according to authority and be responsible for applying the form of investor selection in special cases according to the provisions of law on bidding, investment under the public-private partnership method and other relevant laws for projects.
The central budget supports 70% for public investment projects, the local budget is self-balancing at 30% (but not lower than the capital to carry out site clearance for projects).
For the APEC Budget Budget support 50%, local budgets and investors 50%. The central budget capital level supports each project based on the total investment in the investment policy or according to the investment decision or the project approval decision of the competent authority in accordance with the law on public investment, the state budget and other relevant laws.
The People's Committee of Kien Giang province is responsible for reviewing, selecting and deciding the project to implement the APEC 2027 Conference organization associated with the sustainable development of the locality and the country; have effective exploitation plans and long -term use of projects after the APEC 2027 Conference; Proposing the need to support the central budget and balance and allocate local budget capital according to the capital mechanism.
At the same time, mobilize other legal capital sources to implement projects. The implementation of projects must ensure progress, quality, efficiency, landscape conservation, natural ecological environment protection and not affect national defense and security tasks. Absolutely do not let negativity, corruption, loss, waste, or group interests occur.
Review and determine specific locations, areas, types of forest land and actual needs for converting forest use purposes to implement projects directly serving the APEC 2027 Conference, report to competent authorities for consideration and decision in accordance with the provisions of law.
Proactively coordinate closely with the Ministry of Finance and relevant ministries and agencies to develop a plan for asset transfer and investment in expanding Phu Quoc International Airport to ensure progress to serve the APEC 2027 Conference, associated with the sustainable development of the country and locality.
During the implementation process, if any related issues arise or the law is adjusted, the People's Committee of Kien Giang province will coordinate with relevant ministries and agencies to report to the Prime Minister to adjust and supplement the content stated in this Decision accordingly.
