On the afternoon of February 12, in Hanoi, Politburo Member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Le Minh Tri - Standing Deputy Head of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena chaired a meeting with leaders of central internal affairs agencies and relevant functional agencies on the Project "Summary of 20 years of implementing Resolution No. 3 of the 10th Central Committee on strengthening the Party's leadership in the work of preventing and combating corruption and wastefulness; submitting to the 14th Central Executive Committee for consideration and promulgation a Resolution on the work of preventing and combating corruption, wastefulness, and negativity in the new period".
Speaking to direct, Head of the Central Internal Affairs Commission Le Minh Tri emphasized that the fact that the 14th Central Executive Committee of the Party will consider and approve the Resolution on the work of preventing and combating corruption, wastefulness, and negativity in the new period right at the 2nd Conference shows that this is a very important task, which is of particular concern to the Central Party Committee and General Secretary To Lam.
Therefore, the Head of the Central Internal Affairs Commission requested that the Resolution of the Central Executive Committee must fully concretize the new guidelines and viewpoints in the Document of the 14th Party Congress and the direction of General Secretary To Lam. At the same time, it must clearly state the requirements: Anti-corruption, wastefulness, and negativity must continue to be resolute, persistent, and strong enough to deter but must meet the requirements of accompanying socio-economic development tasks, creating peace of mind and excitement for officials, businesses and people, creating motivation for development.
Continue to improve institutions, legalize, and concretize new guidelines, viewpoints, and policies of the Resolution of the 14th National Congress and strategic Resolutions of the Central Government and the Politburo.

At the same time, shift the focus to prevention, innovate management measures, increase post-inspection, reduce pre-inspection, and strengthen supervision from the beginning.
Focus on controlling power in 5 areas that have been regulated by the Politburo, especially heads and sensitive areas that are prone to corruption, wastefulness, and negativity.
Persistently ensure deterrence, education, timely detection and handling, synchronous, strict, humane, and persuasive, not allowing small violations to accumulate into large violations, and not allowing old violations to recur.
Focus on inspection, examination, audit, investigation, and timely handling of violations in key and sensitive areas, new areas with high risk of corruption, wastefulness, and negativity; strictly handle, without forbidden zones, without exceptions for cases of violations caused by intentional, masterminded, leading, and self-seeking motives; protect people who innovate, are creative, dare to think, dare to do for the common good.
Promote the prevention and combat of corruption, wastefulness, and negativity at the grassroots level, "petty corruption", and strengthen service to people and businesses.
Ensure the effective coordination of functional agencies in preventing and combating corruption, wastefulness, and negativity to meet new requirements and new ways of working, both increasing warning and deterrence, and accompanying the task of socio-economic development.
