At the national online conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress organized by the Politburo and the Secretariat of the Party Central Committee on February 7, Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee (UBKT) Tran Sy Thanh presented a special topic: Innovating inspection and supervision work to contribute to strengthening discipline and order to meet task requirements in the new situation in the spirit of the Resolution of the 14th Party Congress.
According to the list of tasks, projects, and important works for the period 2026-2030, with a vision to 2045, in the Action Program of the Party Central Committee implementing the Resolution of the 14th Party Congress, the task of strengthening inspection, supervision, and Party discipline has been clearly stated.
In which, the Central Inspection Committee is assigned to preside over and coordinate with relevant agencies to regularly perform 3 important tasks.
First, seriously and regularly monitor and inspect the implementation of the Party's Strategy for inspection and supervision work to 2030.
Second, strictly implement the arrangement of the position of Chairman of the Inspection Committee of provincial and commune Party committees who is not a local person.
Third, implement digital transformation; inspection and supervision on data.
The above tasks are carried out regularly using resources from the budget.
Previously, in Conclusion 201 of the Politburo, the Secretariat requested to continue to implement the policy of arranging 100% of the positions of Chairman of the People's Committee, Head of the Inspection Committee, Chief Inspector of provinces who are not local people, to be completed before December 15, 2025.
The synchronous implementation will ensure objectivity and transparency in leadership, limit negativity and localism. This policy is also an affirmation of the Party's determination to build an incorruptible, objective and transparent leadership system, block local thinking, and promote development.
Meanwhile, the (new) Commune-level Inspection Committee is a specialized inspection and supervision agency of the commune-level Party Committee (new), performing tasks and powers as stipulated in the Party Charter; advising and assisting the commune-level Party Committee and Standing Committee to direct, guide and organize the implementation of Party inspection, supervision and discipline tasks.
The tasks and powers of the commune-level IC include: Performing tasks according to the provisions of the Party Charter; Advising and assisting the Party Committee and performing tasks assigned by the Party Committee; Performing tasks of controlling assets and income; Suspending Party activities.
Regarding the organizational structure of the Commune-level Party Committee Inspection Committee:
The Inspection Committee of the Party Committee of communes and wards directly under the provincial level has a number of 3 to 7 full-time members (decided by the Party Committee), of which the Deputy Secretary or Member of the Standing Committee of the Party Committee is the Chairman; from 1 to 2 Deputy Chairmen (of which 1 Deputy Chairman is a Party Committee member).
The commune Party Committee that is not subject to consolidation, merger and special zones (of equivalent scale) shall arrange a number of 3 to 5 members.
The Party Committee of communes and wards merged, consolidated and special zones (of equivalent scale) will arrange a number of 5 to 7 members.
For the Inspection Committee of the Party Committee of the special zone directly under the provincial and city levels: In case it is eligible to establish a Party Committee directly above the grassroots level, the number from 3 to 7 full-time members corresponds to the 2 cases mentioned above.
