The Central Organizing Committee has issued Instruction No. 31-HD/BTCTW on the establishment of corresponding party organizations for administrative units (ADUs) in localities and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level unions.
In the document, the Central Organizing Committee issued instructions on the establishment of a Party Committee of a province or centrally-run city (new) after merging provincial-level administrative units.
Accordingly, the Provincial Party Committee and the City Party Committee, which are identified as the political and administrative center of the provincial-level administrative units, after the merger, preside over and closely coordinate with the Provincial Party Committees and City Party Committees (which have been approved by the Central Executive Committee for the merger policy) to develop a project to establish a provincial and centrally-run city Party Committee on the basis of merging and merging provincial-level Party Committees before the arrangement (project).
The Central Organizing Committee noted that the content of the Project needs to closely follow the Party Charter, the viewpoints, principles, and instructions of the Central Committee, clearly understand the functions, tasks, organizational structure, advisory agencies, party organizations, affiliated public service units, etc., the process of implementing the project must ensure principles and regulations.
Localities need to complete the project and send it to the Central Organizing Committee before June 15.
Based on the approved project and the decision of the competent authority on the establishment of a Party Committee and the appointment of Party committees, standing committees at the Party Committee level, Secretaries, deputy secretaries, inspection committees, heads of the inspection committee, the Standing Committees of the Provincial Party Committee assign and arrange leaders, managers and cadres, civil servants and public employees of specialized agencies to advise, assist, and public service units of the Party Committee level according to their authority and on the basis of the existing payroll; perfect the Party committees and affiliated Party committees according to regulations.
The Central Organizing Committee requires completion of this task before September 15.
The Central Organizing Committee appraises the projects of the Provincial Party Committees and City Party Committees; advises and submits to the Politburo and the Secretariat to decide on the establishment of Party Committees of provinces and centrally run cities, appointing Executive Committees, Standing Committees, Secretaries, Deputy Secretaries of Provincial Party Committees, City Party Committees, Inspection Committees, Heads and Deputy Heads of Provincial Party Committee and City Party Committee Inspection Committees for the 2020-2025 term.
The completion time is synchronous with the merger of provincial-level administrative units (no later than September 15).
For provinces and centrally run cities that do not merge provincial-level administrative units, the Central Organizing Committee requires the Provincial Party Committees and City Party Committees to lead and direct work according to functions, tasks and authority prescribed by the Central Government.
After the National Assembly Resolution on amending and supplementing a number of articles of the 2013 Constitution and merging and consolidating provincial-level administrative units, the Resolution of the National Assembly Standing Committee establishing commune-level administrative units came into effect, the provincial Party Committee decided to end the district-level and commune-level party committees (old); establish a new commune-level party committee after the merger as the party committee at the direct superior level of the grassroots party organization.
The Central Organizing Committee requires that in the process of implementing the task of arranging and organizing the apparatus, the Provincial Party Committees and City Party Committees need to strictly implement the Party Charter, the Central Committee's resolutions, the conclusions and instructions of the Politburo and the Secretariat.
