The Government Office said that the Government has just issued Decree No. 92/2025/ND-CP regulating the regime and policies for senior experts.
This Decree stipulates the regime and policies for senior experts; guides the use of senior experts who are foreigners and overseas Vietnamese at Party and State agencies at the central level, including: Central Organization Committee; Central Propaganda and Mass Mobilization Committee; Central Internal Affairs Committee; Central Policy and Strategy Committee; Central Inspection Committee Agency; Central Party Office; Office of the President; Government Office; National Assembly Office.
A senior expert is a person who meets the standards and conditions appointed by a competent authority according to Regulation No. 180-QD/TW of the Secretariat on senior experts, including:
1. Cadres, civil servants, and public employees.
2. Retired people, people working outside the political system (people not on the payroll of agencies or organizations in the political system, including both Vietnamese and foreigners).
The Decree stipulates that senior experts who are cadres, civil servants, and public employees holding leadership and management positions receiving salaries according to civil servant ranks, professional titles of public employees and receiving allowances for leadership positions or not holding leadership and management positions appointed as senior experts will cease to hold their old job positions from the date of appointment as senior experts.
At the same time, salaries are classified according to the salary table for senior experts issued with Decree No. 204/2004/ND-CP of the Government on salary regime for cadres, civil servants, public employees and armed forces (abbreviated as the salary table for senior experts) and enjoy the following regimes and policies:
First, in cases where a leader or manager is holding a position with a position allowance coefficient of 0.9 or less or does not hold a leadership or management position, the regime and policies are enjoyed, including:
- Salary is arranged at level 1, salary coefficient 8.80 of the senior expert salary table.
- Receive the regime and policies related to public service activities equivalent to the title of Assistant to senior leaders of the Party and State.
Second, in cases where a leader or manager is holding a position allowance coefficient of 1.0 to 1.25, they are entitled to the regime and policies, including:
- Salary is arranged at level 2, salary coefficient 9.40 of the salary table for senior experts.
- Receive the regime and policies related to public service activities equivalent to the position of Deputy Minister.
Third, in cases where a leadership or management position has a position allowance coefficient of 1.30 or higher, they are entitled to the regime and policies, including:
- Salary is arranged at level 3, salary coefficient 10.0 of the salary table for senior experts.
- Receive the regime and policies related to public service activities equivalent to the title of minister.
Fourth, in case the new salary coefficient is lower than the total old salary coefficient (including salary coefficient according to rank, title plus leadership position allowance and seniority allowance exceeding the framework, if any), the reserve difference coefficient will be equal to the total old salary coefficient.
Fifth, the agency employs a senior expert based on the work efficiency of the senior expert and the agency's resource capacity, it can implement a number of other regimes and policies (bonuses, working conditions, etc.) in accordance with the practical situation of the agency.
The Decree takes effect from June 15, 2025.
