Breakthrough salary policy for senior experts

According to the new proposal of the Ministry of Home Affairs, cadres, civil servants and public employees when appointed to the title of senior expert are entitled to breakthrough salary policies.

The Ministry of Home Affairs is drafting a Decree regulating the regime and policies for senior experts.

In the draft submission to the Government, the Ministry of Home Affairs said that on July 11, 2024, the Secretariat issued Regulation No. 180-QD/TW on senior experts, assigning the Government to issue regulations on regimes and policies for senior experts and guide the use of senior experts who are foreigners and overseas Vietnamese.

According to the Ministry of Home Affairs, policies and regimes for senior experts have been issued through many stages and have not been amended or improved. From 2004 to present, only the salary regime has been implemented (the salary table for senior experts has 3 levels, from 8.80; 9.40; 10.00), service allowances, health care, other regimes are no longer applied.

There is no breakthrough policy to attract and develop a team of senior experts to meet the requirements, especially those working in the non-public sector, good experts, and prestigious scientists abroad.

On that basis, the promulgation of this decree is necessary to institutionalize the Party's policy on building outstanding policies for senior experts at central advisory agencies.

Accordingly, the Ministry of Home Affairs proposes to issue policies for cadres, civil servants and public employees appointed as senior experts; people working outside the political system (including retirees, overseas Vietnamese or foreigners) selected as senior experts to work in agencies including: the Central Organizing Committee, the Central Propaganda and Mass Mobilization Committee, the Central Internal Affairs Committee, the Central Policy and Strategy Committee, the Central Inspection Committee, the Central Party Committee Office, the Office of the President, the Government Office, the National Assembly Office.

When appointed as a senior expert, cadres, civil servants and public employees are entitled to policies on salary, working conditions, housing, and accommodation.

In particular, with the salary policy, senior experts will be paid according to the regulations in the senior expert salary table issued with Decree No. 204/2004/ND-CP of the Government on salary regime for cadres, civil servants, public employees and armed forces.

Receive an additional allowance equal to 150% of current salary (including salary according to the senior expert salary coefficient and salary allowances according to the provisions of law). Additional allowances are not used to calculate compulsory social insurance and health insurance contributions.

At the same time, a salary increase will be made ahead of schedule, or a salary increase will exceed one level if there are outstanding achievements in performing tasks recognized by competent authorities according to the provisions of law.

For those working outside the political system or those who have retired, not on the payroll of agencies and organizations in the political system (including overseas Vietnamese or foreigners) appointed to the title of senior expert shall apply the following policies:

Receive the agreed salary but not lower than the salary level 1 of a senior expert, plus an additional allowance equal to 150% of the current salary; receive a salary increase according to the agreement if there are outstanding achievements in performing tasks recognized by competent authorities.

The selection of the form of labor contract, the contents of the agreement in the contract and the remuneration for senior experts are decided by the head of the agency employing senior experts based on the job requirements, capacity, and contribution of senior experts.
