Under the project, the local authorities include People's Council and People's Committee.
The commune -level People's Council established two departments, the Legal Department and the Socio -Economic Committee.
Regarding the organization of specialized agencies under the People's Committee of the commune: abandoning all district -level units, organizing the rearrangement of commune -level units to form the commune -level units with larger scale than the current commune level; At the same time, transferring all the duties and powers of the current district government to the commune, ward and special zone.
Therefore, the Government plans to organize up to 4 specialized and equivalent rooms in accordance with urban, rural and island characteristics (special zones).
For commune -level units to keep the status quo (not arranged) may not organize specialized departments.
The Government plans to arrange an increase of 1 Vice Chairman and a number of civil servants to the People's Committee of the commune where the specialized department does not organize the specialized department and assigns the provincial local authorities to decide specifically for each commune -level DVHC in the area.
The Government oriented the total payroll of the local government to localities, is expected to be about 32 payroll/1 commune level on average.
On that basis, assigning the provincial local authorities to decide the number of payrolls for local authorities for each commune -level DVHC in the area to suit practical requirements.
In case of arranging from 2 communal units or more into 1 new commune -level unit, the orientation of up to 4 specialized and equivalent rooms under the People's Committee of the commune.
Orientation of 4 rooms and equivalent including: Office of People's Council and People's Committee; Economic Division (for communes, special zones) or economic, infrastructure and urban departments (for wards and special zones of Phu Quoc); Cultural - Social Department; Public administrative service center.
The project clearly states the reservation of the regime, salary policies and allowances for the current position (if any) of officials and public employees who are arranged to work at the new commune -level DVHC after arranging for 6 months.
After this time, the regime, salary policy and position allowance in accordance with the new provisions of the law.
For villages and residential groups of the commune, the Government clearly stated that it continues to identify the village and residential group as the self -governing organization of the community, not the administrative level; In the immediate future, keeping the existing village and residential group.
The Government directed the Ministry of Home Affairs to study and determine the roadmap for arrangement and reorganization of the villages and residential groups in the direction of streamlined, directly serving the lives of the community in the commune level.
For public non -business units, keeping the non -business and health care units and transferred to the commune authorities to manage grassroots schools, primary schools, preschools and health stations of new communal units to ensure health care for people at the grassroots level and ensure adequate schools and classes for students' learning in the commune level.
