Concluding the meeting, the Standing Deputy Prime Minister emphasized that the planning of the airport system must be strategic, synchronous, comprehensive, with a long-term vision to 2050, even 100 years, avoiding repeated adjustments.
Planning the airport system needs to have a long-term vision, but the implementation organization must clearly define priorities, placed in the overall general plan, associated with socio-economic development and have an appropriate investment roadmap in terms of scale and airport level.
The Standing Deputy Prime Minister emphasized that planning and implementing airport construction investment projects must be very careful, ensuring no waste of resources; associated with the development of other modes of transport such as railways, roads, maritime, and waterways.
From the reality of implementing the Long Thanh, Gia Binh International Airport project, the Standing Deputy Prime Minister pointed out the important role of simultaneously investing in connecting roads.
Therefore, airport construction investment must be carried out in accordance with the spirit of Conclusion No. 18 and the plans that have been developed, adjusted, and approved, ensuring synchronization and consistency with development requirements.
Localities and ministries and sectors when proposing to invest in airport projects must commit to investment efficiency, allocate sufficient resources not only for airport projects but also for connecting traffic routes.
Regarding the proposal to include Mang Den Airport and Van Phong Airport in the plan, the Standing Deputy Prime Minister requested careful research in the overall regional development, clarifying the connectivity with the road transport system and inter-regional routes, and development potential.
Investment needs to be carefully calculated in terms of the ability to attract domestic and foreign investment and dual-use factors; study the overall connectivity with airports in the region and inter-regional transportation systems.
The Standing Deputy Prime Minister noted that even the private sector when participating in airport construction investment needs to calculate very carefully. If investment is spread out, each locality has an airport but the efficiency is not guaranteed, it will cause difficulties in operation. It is necessary to develop air freight transport, associated with the development of tourism, services and synchronous infrastructure.
