Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 304/QD-TTg dated February 13, 2026, promulgating the Plan to implement the Law on Civil Servants (plan).
The purpose of the plan is to specifically define the content of work, completion time, assignment and responsibilities of relevant agencies, organizations, and units in organizing the implementation of the Law on Civil Servants to ensure timeliness, consistency, synchronization, effectiveness, and efficiency.
Ensure close coordination between ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities in implementing law enforcement activities nationwide.
Create a legal basis to continue to implement civil servant management in a dynamic, transparent, and effective direction, meeting the requirements of building a professional civil servant team, serving socio-economic development and the needs of people and businesses.
At the same time, raising awareness and responsibility of all levels and sectors in the implementation and enforcement of the Law on Civil Servants and documents detailing a number of articles of the law.
In 2026 and the following years, the Ministry of Home Affairs, the Ministry of Justice, Voice of Vietnam, Vietnam Television, Vietnam News Agency and other press, radio, and television agencies coordinate with ministries, ministerial-level agencies, People's Committees at all levels and relevant agencies and organizations at the central and local levels to organize propaganda and dissemination of the content of the Law on Civil Servants and new points of this law in diverse forms, suitable to the actual conditions and situation.
At the same time, organize the implementation of columns, programs, news, articles disseminating the Law on Civil Servants, legal documents detailing this Law on mass media or other forms in accordance with the law on dissemination and legal education.
The Ministry of Home Affairs shall preside over and coordinate with ministries managing industries and fields to summarize and review the list of professional titles of public employees in agencies, administrative organizations and public non-business units managed by the Government.
On that basis, based on the provisions of the 2025 Law on Civil Servants and the Government's Decree on civil servant positions, no later than July 1, 2027, Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities, and heads of public non-business units must complete the arrangement for job positions and salary ranking corresponding to job positions for civil servants under their management.
In 2026 and the following years, the Ministry of Home Affairs shall preside over and coordinate with ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, and other relevant agencies and organizations to organize inspections of the implementation of laws and legal documents detailing and guiding implementation.
The Ministry of Home Affairs is responsible for monitoring and urging ministries, branches, localities and relevant agencies in the implementation and reporting to the Prime Minister on the results of this plan.
