On March 11, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just signed Directive No. 06/CT-TTg on key tasks and solutions to achieve growth targets, maintain macroeconomic stability, curb inflation, and ensure major balances of the economy in 2025 and the following years.
In the directive, the Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant agencies to review the taxes currently applied to countries, especially those with strategic partnership/comprehensive strategic partnership with Vietnam, including the US, in the spirit of ensuring harmony and balancing benefits.
Urgently submit to the Government the amendment of Decree 26/2023/ND-CP to adjust tax rates for some groups of goods to ensure harmony, reasonableness, and benefits for both sides according to a shortened procedure, to be completed in March 2025.
Continue to replicate and promote the mechanism The Working Group works with strategic investors, research and effectively implement the development of the "National One-Stop Gateway" mechanism, report to the Prime Minister in April 2025.
The Prime Minister requested the State Bank of Vietnam to urgently develop appropriate plans and measures in resolving issues related to cooperation with partners in payments and currency; apply balanced, reasonable and harmonious measures.
The Ministry of Foreign Affairs, the Ministry of Home Affairs, and the Ministry of Public Security, according to their functions, tasks, and authority, focus on resolving the concerns of partners about labor licenses and visas, including:
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security to urgently review, research, and propose additional cases that are subject to unilateral visa exemption policies on the basis of the requirements for socio-economic development in the new situation, ensuring national interests - ethnicity, national security, and social order and safety.
At the same time, speed up bilateral visa exemption negotiations agreed with partners; report to the Prime Minister in March 2025.
The Ministry of Public Security shall preside over reviewing and synthesizing Vietnam's visa preferential policies for each subject (tourists, experts, billionaires, scientists, famous figures, artists, talented athletes, etc.); including mechanisms to consider granting temporary residence cards, electronic visas, purchasing residence cards, etc.
Propose solutions to improve and effectively implement these policies in the direction of creating maximum convenience, strongly cutting administrative procedures, including upgrading the e-visa system towards becoming more convenient, easier to access, simple, and airy; report to the Prime Minister in March 2025.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security and relevant ministries and agencies to review and propose amendments to Decree 152/2020/ND-CP and Decree 70/2023/ND-CP and other regulations (if any) related to the issuance of labor licenses to foreigners.
Propose to amend in the direction of creating conditions for exemption of labor licenses or shortening procedures for granting labor licenses to subjects in areas that need priority, taking advantage of, ensuring simple, convenient, and open administrative procedures, report to the Prime Minister in March 2025.
