At the 24th session - the last regular session of the 10th term of the City People's Council. Da Nang, term 2021-2026, Secretary of the City Party Committee Nguyen Van Quang emphasized: "Da Nang has basically completed preparations for the arrangement and consolidation of administrative units, ready to enter a new development stage with the model of a large-scale centrally-run city".
According to Mr. Nguyen Van Quang, from July 1, 2025, the new Da Nang City will be established on the basis of merging the current Da Nang City and Quang Nam Province. Preparations for this important event were proactively implemented by Da Nang early, achieving many positive results. In particular, the completion of the organizational arrangement, streamlining of units and preparing a plan to organize local government at two levels is a highlight.
Notably, Mr. Nguyen Van Quang suggested that the City People's Council should summarize all activities of the 10th term to draw experience, creating a foundation for the new City People's Council to operate more effectively. At the same time, quickly issue decisions to establish provisional People's Councils in communes and wards, carefully preparing for the announcement of key positions according to the Resolution of the National Assembly Standing Committee.
Regarding policies, the leaders of the City Party Committee requested a thorough review of all mechanisms and policies issued by both localities to agree on the most profitable option to be applied immediately after the merger. Prioritize social security policies, support people in relocation, develop high-quality human resources, convert administrative documents... to ensure compliance with the law and feasibility in practice.
The Secretary of the City Party Committee also noted that after the merger, the new Da Nang City will have many times more expansion areas, large development space, seaport systems, airports, and rich infrastructure. However, it also faces many challenges such as a decreasing urbanization rate and strong investment requirements for infrastructure to increase competitiveness.
This People's Council session therefore has historical significance, marking a transitional step, comprehensively preparing for a new, long-term and promising development journey of Da Nang City.
