To date, Dien Bien province has completed 22,300 solidarity houses and housing for poor households. The health insurance coverage rate reached 98%. Improve the quality of education and health care. Maintain border sovereignty, ensure political security, social order and safety; expand effective foreign relations with the provinces of Northern Laos, China, Thailand, Russia, etc.
Regarding recommendations and proposals, Dien Bien province proposed that the Central Government issue specific policies for mountainous provinces such as Dien Bien; pay attention to the Son La - Dien Bien - Tay Trang expressway investment project; supplement investment capital for the A Pa Chai border gate economic zone and land database and create conditions for the province to attract large corporations.

Concluding the meeting, General Secretary To Lam praised the outstanding efforts of the Party Committee, government and people of all ethnic groups in Dien Bien province in socio-economic development. Especially the spirit of daring to think, daring to do, changing thinking to develop. With a GRDP growth rate of nearly 9% per year, attracting 95,000 billion VND in investment capital, Dien Bien has gradually affirmed its new position.
The province has seriously implemented the major policies of the Central Government, achieving clear results such as reducing the poverty rate to 17.66%, developing enterprises and cooperatives, promoting digital transformation, and effectively implementing key infrastructure projects. The success in organizing major events such as the 70th Anniversary of Dien Bien Phu Victory and the National Tourism Year 2024 has helped promote the image and create new momentum for the development of Dien Bien.
General Secretary To Lam also pointed out the province's limitations such as weak internal economic resources, unsynchronized connectivity infrastructure, low human resource quality, high poverty rate in remote areas, and potential untraditional security complications.
The General Secretary suggested that Dien Bien focus on 6 major tasks, which are: " Arrange a streamlined and effective apparatus; develop an economy based on infrastructure - technology - human resources; improve the investment environment and develop rural economy; improve the quality of culture - society; ensure national defense - security; build a clean and strong Party and political system".
At the same time, calling on central departments and branches to provide maximum institutional support and resources for Dien Bien to develop rapidly and sustainably.
