In Resolution No. 105/NQ-CP, the Government requested to continue building and perfecting the organizational structure of the political system in the coming time.
Implement the arrangement of public non-business units (DVSNCL), healthcare according to the direction of the Central Government, requirements in directing documents and plans related to summarizing and implementing Resolution 18-NQ/TW on arranging VSNCL, state-owned enterprises in the political system and accompanying orientations.
For commune and ward health stations, implement according to the guidance of the Ministry of Health, ensuring the provision of basic and essential services on disease prevention, primary health care, initial medical examination and treatment, and social care services for people in the area.
Basically maintain existing District, District, Town, and City-level Health Centers and convert these Health Centers into Regional Health Centers, which are public health units directly under the Department of Health of provinces and cities after arrangement, to perform functions, tasks, and powers according to Circular No. 32/2024/TT-BYT of the Minister of Health guiding the functions, tasks, powers, and organizational structure of District, District, Town, and City-level Health Centers under provinces and centrally-run cities.
Based on reviewing and evaluating the scope and effectiveness of operations, based on the health care needs of the people, the Director of the Department of Health advises, develops a project, and submits it to the People's Committees of provinces and cities to decide on maintaining all existing regional health centers in the area.
Reorganize, merge, dissolve a number of ineffective regional Health Centers, transfer functions and tasks in the fields of disease prevention, population, health education communication to the Health Station for implementation, transfer the function of medical examination and treatment to existing regional general hospitals or reorganize into regional general hospitals to provide basic medical examination and treatment services for people in inter-commune and ward areas.

Regarding this content, the Ministry of Health has planned the job positions of Commune, Ward, and Special Zone Health Stations under provinces and centrally-run cities.
