On the morning of September 29, the National Assembly Standing Committee gave its opinion on the draft revised Law on Civil Servants.
At the meeting, Deputy Minister of Home Affairs Truong Hai Long said that the draft law amends the regulation on innovating the mechanism and methods of recruitment, use and management of civil servants according to job positions (VTVL).
Accordingly, the recruitment of civil servants will be innovated in the direction of clearly stipulating that recruitment is carried out in two forms: exam and selection. Supplementing regulations on receiving people with experience working in both the public and private sectors as civil servants;
Expand the rights of civil servants to allow signing contracts to conduct professional activities, contribute capital, and operate enterprises if the law on anti-corruption is not prohibited or the specialized law does not have other provisions, in sync with specialized laws on science, technology, education and training.
Determine VTVL at public service units including 3 groups: management VTVL; professional and technical VTVL; supporting VTVL.

At the same time, the bill innovates the mechanism for evaluating civil servants to improve the quality and efficiency of service to the people and society.
Accordingly, it stipulates the principle and authority of assessment to ensure regularity, continuity, and multidimension based on results, work products, public service quality, and the satisfaction of people, organizations, and businesses to evaluate civil servants.
Applying digital technology, building a national database on civil servants to ensure publicity and transparency in evaluating, managing and developing the civil servant team; building a mechanism to screen civil servants when determining that they do not meet requirements.
Citing the report on the review of this content, Vice Chairman of the Law and Justice Committee Nguyen Truong Giang said that the Committee basically agreed to innovate the recruitment, use and management of civil servants according to the Law on Civil Judgment.
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the draft law was drafted to mark an important step forward in modernizing the management of public human resources.
In particular, towards a model of taking civil servants as the center in the context of national digital transformation and international integration. The draft not only overcomes old shortcomings such as rigid mechanisms and lifelong staffing but also opens up creative space for public service units.
The draft law needs to ensure increased transparency and combat abuse in civil servant recruitment. "Cficials are recruited in many places but do not meet the standards, so they cannot be" - said the National Assembly Chairman.

The National Assembly Chairman emphasized that the spirit of cadres is the root of work. Choosing a cadre must be virtuous, talented, dedicated, energetic, healthy, and enthusiastic about work.
"So how to build a civil servant assessment system in the coming time. Now the Party's regulations have assessed cadres every 3 months. Civil servants are also in the form of having to evaluate whether they are completed or not, but cannot be recruited as an arrangement, staying in the apparatus for life" - National Assembly Chairman Tran Thanh Man added.
Another content is that although the rights of civil servants are expanded, they must be balanced with the responsibility to protect the rights and common interests.
"Currently, there are few people but there is a lot of work and it still has to be completed. Therefore, we must transform digitally, apply artificial intelligence" - the National Assembly Chairman said and gave examples of models of Malaysia, Singapore or China in managing this issue as a lesson for research and implementation.
