Accordingly, implementing Conclusion No. 174-KL/TW, the opinion of the Central Organizing Committee in Document No. 9151-CV/BTCTW, the Ministry of Home Affairs requests ministries, ministerial-level agencies, and agencies under the Government; People's Committees of provinces and centrally run cities to report on the current payroll status, number of current cadres, civil servants and public employees and propose payroll for the 2026-2031 period according to the outline and forms attached to this document.
The Ministry of Home Affairs said that this is an important task that must be compiled and reported to the Politburo in September. Ministries, branches and localities urgently review, synthesize, complete reports and send them to the Ministry of Home Affairs before 5:00 p.m. on September 22 for general synthesis and reporting to competent authorities according to regulations.
The outline of the report on the current status of staffing, number of current cadres, civil servants and public employees and proposed staffing for the 2026-2031 period stated 3 parts, including: General context; current status of the results of the arrangement of the apparatus, administrative units, public service units, arrangement and use of staffing; proposed staffing for the 2026-2031 period.
Accordingly, regarding the current situation of the number of civil servants and public employees, the Ministry of Home Affairs requires reports related to civil servants and public employees (receiving salaries from the state budget and receiving salaries from career revenue) assigned by competent authorities at the time of July 31 and the number of civil servants and public employees present at the time of September 1 divided into 4 groups of job positions at each agency, organization and unit.
In addition, ministries, branches and localities also reported on the assigned and assigned officials and employees in organizations performing state management functions and some specific administrative organizations that have not been assigned civil servant positions as of July 31 and the number of employees as of September 1.
The units also synthesized and compared labor contracts at professional job positions in agencies, administrative organizations, public service units and labor contracts at supporting job positions in agencies, administrative organizations, and public service units.
