On the morning of February 5th, in Vientiane capital, General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith chaired a solemn welcoming ceremony and talks with General Secretary To Lam.
Also attending the talks were Prime Minister Pham Minh Chinh and Politburo Member, National Assembly Chairman Tran Thanh Man.
General Secretary and President of Laos Thongloun Sisoulith affirmed that the State visit to Laos this time by General Secretary To Lam and the high-level delegation of the Party and State of Vietnam is of particular importance in the history of the two countries' relations when the delegation includes Prime Minister Pham Minh Chinh and Politburo Member, National Assembly Chairman Tran Thanh Man.
This is a strong political message, showing the highest level of trust between the two Parties, the two countries, the special and rare solidarity between the two countries, as well as the high respect of the Communist Party of Vietnam and General Secretary To Lam personally for the special solidarity relationship between Vietnam and Laos.
General Secretary and President of Laos Thongloun Sisoulith once again warmly congratulated the success of the 14th National Congress of the Communist Party of Vietnam; expressed his belief that under the leadership of the Communist Party of Vietnam, led by General Secretary To Lam, Vietnam will continue to achieve many new and greater achievements, successfully implement the Resolution of the 14th National Congress and successfully implement the two 100-year goals.
General Secretary To Lam warmly congratulated the good successes of the 12th National Congress of the Lao People's Revolutionary Party, affirming that this is a political event of particular importance, marking a new step in the revolutionary cause of the Party, State and fraternal Lao people.
General Secretary To Lam affirmed that the Communist Party of Vietnam is ready to work with the Lao People's Revolutionary Party to further deepen the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos.

Based on the major orientations with a long-term vision agreed upon by both sides, the two Leaders agreed that the focus should be on immediate implementation in this term, in order to soon realize the goal of strategic linkage between the two countries, in the context that each Party is implementing the Resolution of the new term Congress and building socio-economic development plans for the 2026-2030 period.
Accordingly, the two sides continue to strengthen information exchange and share experiences in the process of implementing the Resolution of each Party Congress.
Along with that, promoting the connection of the two economies, striving for bilateral trade turnover to reach 10 billion USD in the coming time; emphasizing cooperation in the field of education - training and human resource development, especially high-quality human resources, which needs to continue to be identified as a strategic and long-term field of cooperation between the two countries.
The two sides continue to strengthen cultural exchanges and people-to-people exchanges, especially between young generations.
The two sides also need to establish a government-level inspection and supervision mechanism to inspect and evaluate the results of cooperation and promptly remove difficulties so that projects are implemented on schedule and in accordance with agreements.
On this occasion, the two Leaders also exchanged in-depth views on the world and regional situation and agreed to strengthen exchanges, consultations, and coordination at multilateral forums, strengthen ASEAN solidarity, and consolidate ASEAN's central role.
At the end of the talks, General Secretary To Lam and General Secretary, President of Laos Thongloun Sisoulith witnessed the ceremony of handing over important cooperation documents between ministries, branches, localities and relevant agencies of the two countries in the fields of education, justice and cooperation between localities; continuing to create a new legal foundation and driving force, concretizing the strategic connection content in the cooperative relationship between the two countries.
