Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 245/CD-TTg dated December 27, 2025 on overcoming the consequences of a particularly serious traffic accident (TNGT) in Lao Cai province.
At 7:40 am on December 27th, a particularly serious traffic accident occurred at Km35 of the road connecting National Highway 32 with Provincial Road 174 in Mu Thap village, Phinh Ho commune, Lao Cai province, caused by a passenger car with license plate 29B-614.06 overturning itself, resulting in 9 deaths and some injuries.
Immediately upon receiving information about the traffic accident, the Prime Minister directed to send cordial and thoughtful condolences to the injured and deep condolences to the relatives and families of the deceased victims; and at the same time directed the Chairman of Lao Cao Provincial People's Committee and the police and medical forces to the scene to overcome the consequences of the accident.
To promptly overcome the consequences of the above-mentioned accident and prevent similar traffic accidents, the Prime Minister requests:
Chairman of Lao Cai Provincial People's Committee directed agencies and functional units to immediately arrange all conditions of health and medicine to rescue victims, minimizing losses of life and property of people; organize visits, support and encourage victims and families of victims who died in the accident;
Directly chair meetings with agencies and functional forces to assess the causes, immediately deploy solutions to overcome existing problems and inadequacies; and at the same time urgently clarify the direct and indirect causes related to the above-mentioned traffic accident.
Chairman of Hanoi People's Committee directed to inspect and review the compliance with legal regulations on road transport activities of transport business units, vehicle owners, and drivers for cars under management in the above-mentioned accident, especially inspecting the safety conditions of vehicles, the continuous driving time of drivers, patrols, inspections and handling of violations on highways; strictly handle violations of car owners and vehicle owners in accordance with legal regulations (if any).
The Minister of Public Security directed the Lao Cai Provincial Police and the Police of relevant units to urgently investigate and clarify the cause of the accident and strictly handle organizations and individuals who violate regulations and cause the above-mentioned accident in accordance with the law.
Pay attention to strictly handling drivers, vehicle owners or car companies and related individuals in cases of violations of regulations on vehicle safety conditions, compliance with driver regulations... in the above accident;
Direct the Police of units and localities to strengthen patrols and strictly control road transport activities by automobiles, especially large-volume cargo and passenger vehicles; review the journey monitoring equipment system for transport business vehicles, strictly handle violations in accordance with the law, especially violations of regulations on inspecting vehicle safety conditions...
