Information from Lao Cai Provincial Police, immediately after receiving the passenger car overturning incident in Phinh Ho, the police force coordinated with functional agencies, local authorities and people to organize to take the injured to the emergency room, verify the identities of the victims; requested the Department of Health to mobilize forces and necessary conditions to focus on rescuing the victims; and at the same time, take measures to verify and investigate to clarify the cause of the accident.
The initial verification and investigation results determined that the passenger car with license plate 29B-614.06, while moving downhill, showed signs of the brake system suddenly losing its power. The accident occurred on a S-shaped curved concrete road section with 2 consecutive curves, with a slope of about 18%.

Currently, the Investigation Police Agency - Lao Cai Provincial Police is completing the dossier to request the Institute of Criminal Science of the Ministry of Public Security to conduct technical inspection of vehicles for car license plate 29B-614.06 and focus on verifying, investigating, and resolving the case.
According to Lao Cai Provincial Police, the above accident shows that some charity groups are often spontaneous, not registering, not exchanging information with the government as well as grassroots police forces to grasp the situation about terrain, routes, weather... and other conditions leading to the risk of unsafety when moving.

In addition, drivers in the lowlands often do not have experience driving vehicles on mountain roads with characteristics of steep passes, sharp corners and moving for long periods of time, causing the braking system to suddenly lose its power, so they do not handle bad situations in a timely manner, leading to traffic accidents.
From the unfortunate incident, the police agency recommends that agencies and businesses operating in general, vehicle owners and drivers planning to travel in mountainous areas need to check to ensure technical safety of vehicles, and at the same time need to exchange with local authorities to grasp information to ensure safety conditions when participating in traffic.

As Lao Dong Newspaper reported, at about 7:40 am on December 27, Mr. Do Dang Thinh (65 years old, residing in Thanh Xuan ward, Hanoi City) was driving a 29-seater passenger car with license plate 29B-614.06 carrying 17 people moving from Hanoi City to the school point in Ta Ghenh village, Hoa My Kindergarten, Phinh Ho commune, Lao Cai province to give charity gifts and cook for students.
When arriving at Km35 National Highway 32 connecting provincial road 174 in Mu Thap village, Phinh Ho commune, an accident occurred, killing 9 people and injuring 9 others.
After first aid, 8 patients were transferred to Viet Duc Hospital for treatment; 1 person was transferred to Bach Mai Hospital.
