Naval Region 4 was established on October 26, 1975. Since its establishment, Naval Region 4 has been assigned to manage and protect a sea area of over 360,000 square kilometers, from Cu Lao Xanh (Binh Dinh) to Mui Ba Kiem (Binh Thuan), including 21 islands of the Truong Sa Archipelago.
After nearly 50 years of building, fighting, winning and growing up, generations of officers and soldiers of Naval Region 4 have overcome all difficulties, hardships, challenges and dangers, united, vigilant, ready to fight and fought victoriously, achieving outstanding and especially outstanding feats and achievements.
Outstanding achievements include stationing, affirming and firmly protecting sovereignty over islands in the Truong Sa archipelago and assigned waters; successfully completing international missions in Cambodia; and being the core force in the historic CQ-88 campaign.

In recent years, the entire Region has strictly maintained a duty regime, ensuring that forces and means are always at the highest state of combat readiness, avoiding passivity and surprise, and maintaining sovereignty and a peaceful environment at sea.
In particular, in the face of complicated developments at sea, thousands of officers and soldiers were mobilized to key, difficult and arduous areas. Officers and soldiers of Region 4 always showed their steadfastness and iron determination, ready to receive and complete all assigned tasks.
Faced with the requirement to build Naval Region 4 straight towards modernity, in recent years, agencies and units in the entire Region have closely followed the training motto of "basic, practical, solid", focusing on synchronous and in-depth training; closely following the plan, combat objects, battlefields, organization, staffing and weapons and equipment; mastering and effectively exploiting many modern weapons and technical equipment, meeting the requirements of the task of protecting the sovereignty of the sea and the Fatherland in the new situation.
On October 10, 2024, the President of the Socialist Republic of Vietnam issued a decision to confer the title "Hero of the People's Armed Forces" on the Naval Region 4 Command.
Senior Lieutenant General Pham Hoai Nam - Deputy Minister of National Defense assessed that officers and soldiers of Naval Region 4 have shown absolute loyalty to the Party, the Fatherland and the people, upheld revolutionary heroism, proactive and creative spirit, overcame difficulties and hardships, were ready to fight and sacrifice, successfully completed missions and achieved many feats.
The noble title that the Naval Region 4 Command received today is the recognition of the Party, State and people for the exceptionally outstanding achievements of the officers and soldiers of Naval Region 4.
