From policy to life
The draft document of the 14th National Party Congress clearly states the requirement: "Ensuring progress, social justice, social security, social welfare, social security and human security. Build a multi-layered, modern, flexible, life-cycle-based and comprehensive social security system, taking people as the center, improving the welfare of all people; ensuring that all people have access to and enjoy quality basic and essential social services; prioritizing policy beneficiaries, vulnerable groups and subjects in the informal sector, expanding social policy credit in accordance with Vietnam's conditions and development levels, "leaving no one behind".
At the National Assembly, National Assembly Deputy Nguyen Tam Hung (HCMC National Assembly delegation) said that in order to do this well, the apparatus must be innovated more strongly, public services must be cleaner and people must become the center of enjoyment of all development achievements.
Building people's hearts must first of all be demonstrated at a truly democratic level in the process of policy making and implementation. transparency cannot stop at announcing information but must be a smooth flow between the state and the people. When people have access to complete, clear and timely information, trust will be strengthened and social consensus will be enhanced.
Specifically implementing the motto "people know - people discuss - people do - people inspect - people supervise - people benefit", many recent documents of the Party emphasize the need to create a mechanism for people to directly participate in the development process. General Secretary To Lam has repeatedly affirmed that the ultimate goal of all policies must be for the people to benefit. That means that democratic practice is not only in the slogan but must become a driving force for the public authority to change the way it operates.
The Fatherland Front and socio-political organizations play a special role in monitoring and criticizing. When criticism is valued, when national target programs are closely monitored by the community, the situation of overlap, waste andForms will decrease. That is the foundation for national governance to increasingly rely on the people, be sustainable thanks to the people and strong for the people.
Digital transformation plays a decisive role
Digital transformation in State management is opening up opportunities to change the way the public authority approaches the people. A series of online public services, national databases, electronic identification... have contributed to reducing inconvenience, fighting negativity and improving service efficiency. But to truly promote digital transformation, the apparatus must change the mindset from "asking - giving" to "serving - supporting", considering people as customers of the administrative system.
Public service reform cannot stop at the slogan. It requires evaluating cadres with specific products, based on people's satisfaction; requires streamlining ineffective positions and requires discipline and order to be maintained as the foundational principles. When public service is clean, transparent, and effective, the people's hearts will be strong.
National governance is only truly meaningful when people, especially vulnerable groups, enjoy policies in a fair and substantial way. Therefore, in the coming period, the Party and the State must determine that developing social security pillars such as social housing, grassroots health care, education, employment, etc. must become a strategic task.
In many localities, the problem of housing for workers and low-income people is still a big concern. When workers cannot "set up", they can hardly "los their jobs". Similarly, the grassroots health system, especially in rural and mountainous areas, is still lacking, causing many risks for people in health care.
Speaking at the discussion session of the 10th Session of the 15th National Assembly regarding the National Target Programs, General Secretary To Lam emphasized that caring for culture, health care and education must become a driving force for development, a breakthrough focus in the National Target Programs in the coming period, ensuring that all policies are aimed at the ultimate goal of the people's benefit.
National target programs are being reoriented in the spirit of "no one is left behind", emphasizing investment in the most difficult places to ensure that all people have access to essential services.
Building people's hearts is not a slogan but a process of creating a apparatus for the people, fairness, efficiency and transparency. National governance is only strong when all policies are directed towards the people, as General Secretary To Lam emphasized. When the people's hearts are at peace, the apparatus operates smoothly, and society is stable, the country will have new momentum to develop quickly and sustainably in the coming period.
