In every step of the Vietnamese revolution, the "people's heart" is always a factor that plays a decisive role, as President Ho Chi Minh taught: "If it is easy, the people will suffer, if it is difficult, the people will be fine". He also always focuses on and reminds the staff to "take the people as the root", "must win the people's heart".
When the country faces opportunities for development and global challenges, the trust and consensus of the people is a solid political foundation, a great inward resource for national development.
The lesson "People are the root" is a big idea, throughout the entire revolutionary leadership process of our Party. The revolution is the cause of the masses, by the people and for the people. The glorious victories of the Dang are also the victories of the people's heart, of the people's strength, of the strength of national solidarity.
In that process, the Vietnam Fatherland Front plays an extremely important role in gathering and mobilizing the strength of national solidarity.
Associate Professor, Dr. Nguyen Trong Phuc - former Director of the Party History Institute, Ho Chi Minh National Academy of Politics - analyzed that since the 6th Congress in 1986, the Party has affirmed: "In all its activities, the Party must thoroughly grasp the idea of "taking the people as the root", building and promoting the collective ownership of the working people". This is one of the four major lessons learned by the 6th Congress.
Since then, through the Congresses, especially in the context of national construction in the transitional period to socialism (supplemented and developed in 2011), the idea of "taking the people as the root" has not only been inherited but also developed more strongly.
The draft documents of this 14th Congress continue to reaffirm that lesson, but at the same time also expand the content with many new points, continuing to affirm that the people are both the center and the subject of development. That means that all guidelines and policies of the Party must come from the interests, aspirations and lives of the people, and at the same time rely on the people to successfully implement the country's development goals.

Measuring the effectiveness of public service reform and building a serving government
reality has proven that when the people's hearts agree, the Party's major policies and guidelines will come into life smoothly and effectively. The revolution of streamlining the apparatus and arranging administrative units in recent times is a typical example.
More than 280 million people's comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution with a consensus rate of 99.75% have shown the extensive participation of the people - an irreplaceable factor to ensure the feasibility of the policy.
Or in the process of collecting public opinions on the Draft Documents of the 14th National Party Congress, there were also millions of comments on the draft documents. Through the Vietnam Fatherland Front system alone, there have been more than 527,000 comments. This clearly reflects the responsibility, intelligence and expectations of all classes of people in the country's development path.
The people's kindness is also strongly expressed in difficult times. Responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front after the historic flood in the Central region, more than 1.1 million people and tens of thousands of agencies and enterprises have donated a total of more than 1,175 billion VND, contributing to helping people overcome the consequences of natural disasters.
Solidarity, affection, and consensus - that is a vivid manifestation of "the strength of the people's heart", is also the clearest proof of the vitality of the great national unity bloc.
An important content stated in the draft of the 14th Congress Documents is to build an administrative foundation serving the people, professionally, modernly, cleanly, strongly, publicly, transparently and effectively. This is where "people's heart" becomes a direct measure.
A government close to the people, "dedicated to serving the people", transparent and public is a consistent requirement. On the contrary, any deviation, bureaucracy, corruption, and separation from the people will "weaken" the people's trust.
Peoples heart is a solid political foundation, a huge inward resource of the country. When the people trust - the people support - the people are unanimous, all difficulties can be overcome, all development goals can be realized. This is not only a lesson from the past, but a development truth of the present and the future of the country.
The draft Political Report submitted to the 14th National Party Congress clearly stated the lessons learned after 40 years of national renovation. It clearly states the lesson: thoroughly grasp and practic the viewpoint of "People are the root". Promote the role of the subject and the central position of the People. All policies and guidelines must truly stem from the aspirations, legitimate rights and interests and happiness of the people; truly trust, respect and promote the people's mastery.
