Building the Army in peacetime is not only to protect the country
First of all, it is necessary to deeply realize that, whether in wartime or peacetime, building the army and strengthening national defense is still very important. Because even without war, threats from the outside are still possible.
It is clear that building a strong Army is a key factor for us to firmly protect independence, sovereignty and territorial integrity. The presence of a strong, highly combat-responsive Army (SSCD) also has the effect of deterring hostile forces, preventing the risk of invasion and protecting national and ethnic interests.
Our Party, State and People have determined: "Preventing and combating natural disasters and catastrophes is the combat mission of the army in peacetime". The army is well-trained, thoroughly trained, has courage, the ability to respond quickly and effectively in situations to help minimize damage, protect people's lives and property. The construction of the Army also promotes the development of defense industries, creates many jobs and contributes to the socio-economic development of the country. Thus, it can be affirmed that building the Army in peacetime is not only to protect the country but also to ensure the sustainable development and prosperity of the country.
Adjusting the organization of the Army must follow a separate project
On the other hand, it is necessary to understand that streamlining the political system is a correct policy and brings many benefits to our Party and Government. However, not only because we "invest a lot in the Army", we must "reorganize more strongly..." to "saving the defense budget" to invest in other fields...
In the revolution of streamlining the apparatus, the Army did not stay on the sidelines but responded very positively. However, streamlining the organization in the Army is not simply to reduce the budget, but the most important goal identified by our Party and Government is to improve the fighting strength and operational efficiency of the Vietnam People's Army in the new context. Adjusting the organizational structure of the Army in the direction of "streamlining, compact, and being strong" will help reduce intermediaries, streamline the apparatus, thereby enhancing the ability to SSCD, improve the effectiveness and coordination and harmony between agencies and units, thereby enhancing the Army's ability to adapt to complex situations. However, it is also necessary to see that the cause of protecting the Fatherland and building a national defense is a strategic, basic, long-term, and profoundly specific task. Therefore, it is impossible to compare the adjustment of the organizational structure of ministries, branches and localities with streamlining the apparatus in the Army. The adjustment of the organization in the Army must both meet general requirements and be suitable for the characteristics of functions and tasks.
The army is not left out
Implementing the resolutions of the Central Committee, the Politburo and the Central Military Commission on streamlining the organizational apparatus, in recent times, the Central Military Commission and the Ministry of National Defense have strongly directed many comprehensive reform solutions. Reform is identified as a regular task, associated with the process of building a disciplined, elite, and gradually modernizing army. The focus is on improving management efficiency, human resource quality and command and operation capacity. The goal is to build a "streamlined, compact, strong, modern" Army through reorganizing the organization from the Ministry of National Defense level to the campaign and tactical level in a synchronous, reasonable direction, without overlap, reducing intermediate units and service forces.
To date, the Ministry of National Defense has adjusted nearly 2,900 organizations. In which, reduce 1 general department, 2 military groups, 37 department-level agencies and equivalent, nearly 300 department-level units.
In particular, implementing the two-level local government model, the Ministry of National Defense has decided to dissolve the Military Command of districts, cities and towns under the Provincial Military Command; establish Border Guard Commands under the Provincial Military Command; establish regional defense command commands under the Provincial Military Command... The number of defense enterprises has also decreased sharply from more than 300 enterprises (before 2000) according to the project reported by the Ministry of National Defense, there are only 17 enterprises with 100% state capital under the Ministry of National Defense.
In reality, the distorted arguments about streamlining the apparatus in the Vietnam People's Army, especially the incorrect view that " peace does not need the army" or "must reform more strongly to save the budget". These arguments clearly show the intentions of hostile forces to weaken the defense potential, and reduce the political and spiritual strength of the Army. We need to be especially vigilant with that plan in the context of the complex and unpredictable situation in the region and the world.
