On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 332-QD/TW of the Politburo on Party organization in the Vietnam People's Army (VPA).
According to regulations, the Communist Party of Vietnam exercises absolute and direct leadership in all aspects over the Vietnam People's Army through the system of party organizations, the system of command organization, the system of political agencies, political cadres at all levels and mass organizations at the grassroots level. The State unifies the management of the Army and the national defense sector according to the provisions of the Constitution and the law.
The Party organization in the Vietnam People's Army operates according to the Political didoms, Party Charter, resolutions, directives, regulations, decisions of the Party and the laws of the State. The Party organization system in the Army is established corresponding to the organizational system of the Army.
Accordingly, the entire army has a Central Military Commission appointed by the Politburo, including a number of members of the Party Central Committee working in the Army and a number of members of the Party Central Committee working outside the Army, under the leadership of the Party Central Committee, which is often the Politburo and the Secretariat. The Central Military Commission Standing Committee has 7 to 9 comrades. The General Secretary is the Secretary of the Central Military Commission.
The Politburo's regulations specifically state the establishment of military region and party committees in the military, military band, Border Guard, General Staff - Ministry of National Defense, General Department of Politics, general departments, Government committees, Vietnam Coast Guard and equivalent; in military branches, military companies, academies, officer schools, hospitals, research institutes, corporations, economic groups and equivalent under the Ministry of National Defense.
The regulation also has a chapter regulating the organization of the Party in military agencies, local military units of provinces and cities; Party organizations in the Military Command and militia units of communes, wards and special zones (collectively referred to as the Military Command and militia units at the commune level).
The Provincial and Municipal Military Party Committees (collectively referred to as the Provincial Military Party Committees) under the Provincial Party Committee, which are the direct superior Party Committees of the grassroots Party organizations, including Party Committees working in the Provincial Military Party Committee elected by the same-level congress with a number of 13 to 19 members (the Hanoi Capital Command Party Committee in particular, the Ho Chi Minh City Military Party Committee has a number of 15 to 21 members) and the Provincial Party Committee Secretaries and Deputy Provincial Party Committee Secretaries who are the Chairmen of the Provincial People's Committee are appointed by the Standing Committee of the Provincial Party Committee to participate. The Provincial Party Secretary directly serves as the Secretary of the Provincial Military Party Committee. The commander and political leader of the provincial military command will participate in the provincial party executive committee; in which, the commander will participate in the provincial party committee's standing committee.
The regulation states that the regional defense command board establishes a grassroots party committee directly under the provincial military party committee. At the border command, a grassroots party committee was established. The Party Committee of the Border Guard Command is under the direct leadership in all aspects of the Provincial Military Party Committee (where there is a border), and at the same time complies with the Resolution of the Border Guard Party Committee on border work and the building of the border guard force.
At the military command and commune-level militia units, a commune military attache is established under the commune Party Committee. The commune military branch is under the direct leadership in all aspects of the commune party committee, and at the same time complies with the resolution of the superior military party committee on military and local defense tasks.
