Cadres, civil servants and people all agreed on the merger and streamlining of the apparatus. However, after the merger, there are some things that need to be well organized for the new apparatus to operate smoothly.
The Ministry of Home Affairs said that according to Resolution No. 76 of the National Assembly Standing Committee, it is necessary to pay attention to arranging public housing, means of transportation for work and travel needs for cadres, civil servants, public employees, and workers to stabilize working conditions at administrative units after the arrangement.
This is something that cadres and civil servants are interested in, especially those who have to travel from a few dozen kilometers to hundreds of kilometers to the administrative headquarters to work.
For example, the distance from Kon Tum to Quang Ngai is 160 km, taking about 4 hours to travel by car. With this distance, Quang Ngai plans to welcome 950 cadres traveling from Kon Tum to Quang Ngai and vice versa, departure time is 3am.
Similarly, Dak Lak will spend about 1 billion VND/month to arrange to pick up and drop off 1,000 Phu Yen officials to work locally and vice versa. Of which, 120 officials used official vehicles, the remaining 880 civil servants hired means of transportation.
Although Hoa to Buon Ma Thuot is over 190 km, the travel time by car is about 4 hours.
Many other localities also have to consider organizing vehicles to pick up and drop off cadres at the same place to eat and stay for workers after the merger of provinces.
However, in addition to arranging shuttle buses and official housing, it is necessary to organize a suitable administrative apparatus to minimize the number of staff working away from home. Reducing one person from work far away means reducing the cost of travel and accommodation. Those officials and civil servants themselves are not disrupted in their daily activities and lives.
To limit the need for officials and civil servants to go to work by car, and at public housing, they must make the most of technology applications, perfect e-government, and eliminate manual forms. Agencies in the government system work online, people interact with state agencies mainly through applications.
Recently, Mr. Le Minh Tuan - Director of the Department of Home Affairs of Binh Dinh province - said: "Currently, Binh Dinh has trained virtual assistants - AI. However, because it is in the process of merging and arranging, the implementation of this technology application will be implemented after the organization work is stable".
Organizing and operating e-government, limiting travel will improve work efficiency, while saving time and budget.
