At the same time, the Central also agreed after the merger to 34 provinces and cities (28 provinces and 6 cities directly under the Central Government); The name and political - administrative center of the provincial level after arranging are determined according to the principles mentioned in the report and scheme of the Government Party Committee.
In addition, commune-level mergers ensure a nationwide reduction of about 60-70% of the number of 10,035 communes.
The Ministry of Home Affairs recorded many opinions related to the arrangement of public housing and shuttle buses for cadres and civil servants (if any) in localities after the merger.
Especially after merging provinces and cities, many local cadres, civil servants and public employees are interested in having to travel from a few dozen kilometers to hundreds of kilometers to the administrative headquarters to work.
Regarding this issue, the Ministry of Home Affairs said that Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 has been issued.
The resolution stipulates clearly the provincial government where the political -administrative center of the provincial administrative unit is expected to form after the arrangement is responsible for actively balancing and arranging budget to invest in repairing, renovating and upgrading working offices to continue using the operation of the administrative unit after arranging.
In addition, according to the Resolution, it is necessary to pay attention to arranging public housing, means of service and travel needs for the team of cadres, civil servants, public employees and workers of administrative units to carry out the arrangement to stabilize working conditions at administrative units after the arrangement.
At the same time, the provincial level must also guide and create conditions for local authorities at the commune level after the budget balance to invest in repairing, renovating, and upgrading working headquarters, ensuring working conditions for agencies, organizations, and units at the commune level.
