Removing "bottlenecks" that are hindering development progress
On June 5, 2025, in Hanoi, the Central Steering Committee on perfecting institutions and laws held its first meeting chaired by General Secretary To Lam, Head of the Steering Committee.
The first session reviewed and commented on: Drafting working regulations of the Steering Committee, the draft notice of assigning tasks of members of the Steering Committee, draft work program in 2025 of the Steering Committee; Report on the situation of collecting people's opinions on the amendment and supplementation of the 2013 Constitution, reporting on the situation and results of completion of the law to implement decentralization, decentralization and decentralization of authority under the motto "localities, localities, local responsibilities", draft plans to direct the review and removal of "bottlenecks" due to the law.
Attending the meeting were Politburo member, National Assembly Chairman Tran Thanh Man (Deputy Head of the Steering Committee) and members of the Steering Committee.

Concluding the meeting, General Secretary To Lam - Head of the Steering Committee requested: During the implementation of the Work Program, the Steering Plan needs to select key and key issues to direct, creating a breakthrough of a widespread nature to carry out other tasks.
The General Secretary asked to focus on leading and directing the implementation of the contents and requirements of Resolution No. 66-NQ/TW: The party committees must lead the comprehensive and directly institutionalization of the Party's policies and policies into the law and strengthen the inspection and supervision of this work. The heads of ministries and ministerial -level agencies must directly lead and direct the work of law formulation and are mainly responsible for the quality of policies and laws under the management field of their ministries and branches.

Focus on reviewing and removing "bottlenecks" caused by legal regulations, especially conflictive, overlapping regulations, unreasonable, unfeasible regulations, unclear regulations, creating many different understandings in the legal system.
In 2025, it is necessary to basically remove "bottlenecks" due to legal regulations, prioritize in the fields of finance, investment and science, technology, innovation and digital transformation. In addition, it is necessary to fundamentally innovate the thinking of law-making: shifting from "management" thinking to "development creation", from passive to proactive. The law must become a competitive advantage, contributing to awakening all the country's potential and strengths, seizing all development opportunities.
Promoting the application of artificial intelligence in law making and enforcement
The General Secretary clearly stated the need to improve the effectiveness and efficiency of law enforcement, build a culture of law compliance, and tighten discipline and order in organizing law enforcement. Eliminate the situation of "hot above, cold below" in law enforcement.
Improve the capacity and responsibility of legal staff. Build a team of dedicated, courageous cadres, knowledgeable in practice, with reformed thinking and a spirit of serving the Fatherland, serving the people, sensitive to the development trends of the times.
Promote the application of science and technology, especially artificial intelligence in law making and enforcement. Speed up the process of building a large database on laws, connecting with the National Data Center in an easy-to-reach, convenient for exploitation and use.
Promote the Party's supervisory and inspection role and the social supervision and criticism of the Vietnam Fatherland Front, socio-political organizations, people, and the business community in implementing Resolution No. 66-NQ/TW.
Strictly handle party organizations and party members who delay and hinder tasks and solutions to perfect institutions
General Secretary To Lam has just signed and issued Decision No. 197-QD/TW of the Politburo, regulating the functions, tasks, powers, working regime, and working relationships of the Central Steering Committee on perfecting institutions and laws.
Accordingly, the Central Steering Committee on perfecting institutions and laws (abbreviated as the Steering Committee) is responsible to the Politburo and the Secretariat for leading, directing, and organizing the implementation of solutions to perfect institutions and laws.
The Steering Committee directs Party committees and Party organizations directly under the Central Government to inspect, supervise and strictly handle Party organizations and Party members who delay, obstruct or do not perform tasks and solutions to perfect institutions and laws; do not prevent and combat corruption, waste, negativity, group interests, locally in institution building and law.
