On July 17, Politburo member and Prime Minister Pham Minh Chinh chaired a national conference to review and evaluate the results of implementing the removal of difficulties and obstacles for projects and land according to Conclusion No. 77-KL/TW of the Politburo, Resolution No. 170/2024/QH15 of the National Assembly and Implement the Politburo's direction on reviewing and removing difficulties and obstacles for projects.
According to the report at the conference, through the latest review, up to now, the whole country has 2,981 backlog projects, which have lasted for many years, with great value and resources of society being wasted.
Concluding the conference, the Prime Minister emphasized that in handling projects and land, "one thing over another is wrong, one thing is for the other".
The Prime Minister said that removing difficulties and obstacles related to projects and land is a difficult, sensitive, unprecedented task, but must be determined to do so.
The implementation process must consider and propose carefully, so it has achieved practical results, removed difficulties and obstacles in many projects and has put into exploitation resources to serve socio-economic development.
The way of doing things and the results are agreed by people and businesses, welcomed and supported. This shows that it is necessary to promote the achieved results and continue to handle the remaining projects.
During the working process, it is necessary to digitize the database; coordinate between relevant ministries, branches and localities with the highest sense of responsibility, not pushing work; must handle the matter according to authority, exceeding authority and report to competent authorities.
According to the Prime Minister, out of a total of 2,981 projects that are currently backlogged and prolonged, there are 3 types. The first group is projects with clear violations; the second group is projects with problems with procedures; the third group is projects with signs of violations.
The Prime Minister requested ministries, branches and localities to continue updating data on the Steering Committee's Information Portal; reviewing, synthesizing, classifying, analyzing and evaluating projects.
Propose a direction for handling in accordance with regulations, on the principle that any issue under the authority of any level or branch should be handled by that level or branch, beyond the authority, and proposed to the competent authority for consideration and handling; ensure the rightful resolution of the people, the right work, the right content, the right scope, and the right subjects.
The Prime Minister requested Steering Committee 751 to continue completing the report to submit to the Politburo for consideration; requested the Central Inspection Committee to continue to perform the supervisory role, closely coordinating with competent authorities to perform this task well.

The Prime Minister requested agencies and localities to closely coordinate with Steering Committee 751 and the Government Party Committee to complete the report to the Politburo in August 2025, with the best possible quality.
In particular, report to ask for opinions on handling issues under the authority of the Politburo, the authority of the National Assembly, issues under the authority of the Government that the Government will resolve, any issues under the authority of ministries, branches and localities that ministries, branches and localities must proactively implement.
Based on the direction of the Politburo, the next steps will be taken according to the authority of each level.
