Political and ideological work must truly take the lead in paving the way
In the afternoon of March 4, General Secretary To Lam worked with the Central Propaganda and Mass Mobilization Commission on the preparation of the content "Regulations on political and ideological work in the Party".
Also attending the working session were Politburo members, Secretary of the Party Central Committee: Head of the Central Organization Commission Le Minh Hung; Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet.
Speaking at the working session, the General Secretary stated clearly that if the economy creates material internal strength for the country to move faster, then politics, ideology, and culture create spiritual internal strength for the nation to go far and stronger in the new development step.
Suggesting some key orientations, the General Secretary thoroughly grasped the consistent viewpoint and goal that political and ideological work must truly take the lead in opening the way, closely combining "building" and "countering", taking the people's trust as a measure.
The General Secretary requested that an inter-agency mechanism must be designed; ideological work results must become criteria for evaluating, ranking, and considering cadre evaluation work and must be reviewed and considered daily and periodically.
Shift focus from organizing learning to transforming into action
Regarding the requirements for regulations and implementation, the General Secretary emphasized that it is necessary to clearly define tasks, clearly define responsibilities, and clearly define sanctions. The regulations concretize the responsibilities of Party committees and heads, clearly stipulate mandatory tasks, implementation regimes and have coordination mechanisms; easily quantify, easily check, and overcome the situation of words not matching deeds.
The General Secretary noted to avoid the situation where "each person contributes a part but when no results are achieved, no responsibility is seen".
According to the General Secretary, new mechanisms and procedures need to be supplemented to meet the criteria of clear procedures and clear products. It is necessary to research and supplement in-depth inspection and supervision cycles, design cycles from thoroughly grasping to periodic thematic inspections, clearly stipulate focal points and have a reporting regime.
Regarding the process of handling hotspots, the General Secretary said that it is necessary to build a process to grasp the ideological situation, orient public opinion, and a process to handle media crises to ensure that there is no passivity and no information gap.
The General Secretary proposed to innovate learning methods and digital transformation. Regarding innovation in learning, the resolution must shift the focus from organizing learning to transforming it into action. Party secretaries must directly thoroughly grasp and be responsible for the quality of thorough grasp.

The General Secretary assigned the Central Propaganda and Mass Mobilization Commission to urgently complete the Party's ideological work strategy in the context of digital transformation (expected to be reported to the Politburo at the end of the second quarter of 2026). The focus shifted from passive handling to proactive grasping, orienting, and leading ideology, from one-way propaganda to dialogue, persuasion, and mastery of ideological space in the digital environment.
The General Secretary affirmed that our Party is the ruling Party, and the effectiveness of political and ideological work is directly linked to the quality of leadership and ruling quality of the Party.
Political and ideological work is the root of victory. This regulation must maintain that root, and at the same time open up space for our Party to continue to innovate, develop and meet the requirements of the renovation period," the General Secretary said.
According to the Central Propaganda and Mass Mobilization Commission, the Regulation on political and ideological work is a new regulation of the Party. This is a form of document defining specific principles, standards, and regimes in political and ideological work, accordingly, it is necessary to apply the Party's viewpoints, policies, and orientations on this field to build into articles and clauses regulating the behavior of specific subjects who are Party organizations and Party members.
The regulations are scientifically designed, concise, with clear chapters and articles, establishing specific principles, standards, and regimes that are easy to understand, easy to remember, easy to implement, easy to quantify, easy to check, supervise and evaluate implementation results.
