On September 15, on behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Plan No. 09-KH/TW implementing Directive No. 07-CT/TW, dated July 13, 2026 of the Politburo on "Promoting the study and practice of Ho Chi Minh's ideology, morality, methods, and style in the new development stage".
The plan identifies the task of bringing the study and practice of Ho Chi Minh's ideology, morality, methods, and style deeply into social life, becoming a cultural lifestyle of each cadre, party member, and people; strongly arousing the spirit of self-reliance, confidence, self-reliance, self-strengthening, and national pride.
Implement well the viewpoint "people are the root", respect, listen, and resolve promptly and thoroughly the legitimate petitions and grievances of the People and businesses.
The plan requires taking practical products, work efficiency and people's satisfaction as mandatory measures in the work of evaluating, ranking, planning, rotating, and appointing cadres.
At the same time, focus on inspecting and supervising the progress of handling work, output products and the effectiveness of solving bottlenecks; publicize the results of handling; tighten discipline in speaking on cyberspace; promptly rectify the situation of forms and reports that do not fully reflect the situation and implementation results; continue to review, cut down, and simplify administrative procedures and processes for handling work.
In the work of thoroughly grasping the Directive and implementing it, the Plan clearly states that Politburo members, Secretariat members, Members of the Party Central Committee, Provincial Party Secretaries, City Party Secretaries, and Party committees directly under the Central Government are pioneers in developing personal action plans associated with commitments to set an example, clearly identify solutions to overcome limitations, innovate working styles and be fully responsible for the results of implementation at agencies, localities, and units assigned to be in charge (completed in the fourth quarter of 2026).
The Central Internal Affairs Commission presides over advising on linking studying and practicing following Uncle Ho with the work of preventing and combating corruption, wastefulness, and negativity.
The focus is on building and practicing a culture of integrity, monitoring and supervising the handling of serious and complex cases of corruption, wastefulness, and negativity, and public opinion concerned about the attitude of indifference and insensitivity to the people's grievances and legitimate aspirations (periodic report every 6 months).
The Central Inspection Committee supplements the content of inspection and supervision of the implementation of Directive No. 07-CT/TW into the program of inspection and supervision of the implementation of Party guidelines and regulations (completed in the fourth quarter of 2026).
Resolutely and strictly handle collectives and individuals who implement the form of studying and practicing according to Uncle Ho, not associated with solving difficulties and grievances of practice or without specific products.
Publicize the results of inspection and supervision to promptly rectify and prevent formal manifestations in implementation (report results after each inspection period).
Party committees, Party organizations, agencies, localities, and units at all levels strengthen management and closely supervise the discipline of speech; strictly handle cases of officials and party members sharing unverified information, false and toxic information, or having behaviors and speeches that violate ethical standards on social networks (report immediately when incidents arise, summarize annually).
