On September 15, in Hanoi, Politburo Member, Prime Minister Le Minh Hung attended and spoke at the opening ceremony of the 2026-2027 academic year courses of the National Defense Academy.
Speaking at the event, the Prime Minister emphasized that the Academy has trained and fostered tens of thousands of senior cadres of the Party, State and armed forces; actively researched science, summarized practice, developed the theory and art of Vietnamese military and defense as important arguments for planning military, defense, security and army building guidelines.
The Head of Government emphasized that the Academy needs to improve its bravery and develop its capacity to handle new, difficult, complex and unprecedented issues.
The Academy must not only study what has happened, but also accurately assess the situation, proactively forecast, and detect early risks to advise the Central Military Commission and the Ministry of National Defense on military-defense guidelines and policies and improve the quality of training and preparing a contingent of cadres with sufficient capacity for the present and future.
In particular, not only completing the teaching curriculum but also clarifying new issues about thinking, goals, methods and resources to protect the Fatherland; equipping students with strategic thinking, capacity, qualifications, and bravery to meet the requirements in the new situation.
Creating a breakthrough in the quality of training and fostering campaign and strategic cadres and senior cadres of the Party, State, and armed forces, associated with further improving the quality of scientific research, making the Academy a leading strategic advisory center on military - national defense.
Focus on innovating and improving thinking, forecasting, command, advisory, and general management capabilities. Take the ability to solve strategic problems and the ability to apply in practice, and formulate guidelines and policies as a measure of training quality.
Strongly shifting from knowledge transfer, learning according to each separate subject to developing and solving integrated, inter-disciplinary issues; from handling known situations to preparing the ability to respond to unprecedented situations.

The Academy needs to update and build a capacity framework for command and advisory cadres at the campaign and strategic levels. Training content and scientific research work must continuously update the development of military science, military art and new forms of warfare and combat methods; methods of organizing forces, equipment, economy and defense industry; improve inter-sectoral, inter-regional, and inter-field nature.
Strengthening knowledge of non-traditional security, social security, human security, international law, marine strategy, local governance and socio-economic integration with national defense and security.
The Academy needs to research and participate in building a system of theory, criteria and organizational models for modern all-people national defense, suitable for the new development model, 2-level local government organization and new national development space. Continue to improve the quality of fostering national defense and security knowledge, close to each group of officials, associated with the practice of ministries, branches and localities.
Actively participate in researching and proposing solutions to develop self-reliant, self-sufficient, self-strengthening, dual-use, modern, and competitive defense industry.
Focusing on economic and defense industry issues, mobilizing scientific and technological resources, building an innovation ecosystem, and linkage mechanisms between the Army and research institutes, universities, and businesses.
