In the telegram, the Prime Minister requested: Ministers, heads of ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities focus on completing and developing a specific roadmap, preparing conditions for effective implementation of the Law on Road Traffic Order and Safety, the Road Law and detailed documents guiding the implementation of the Law to be implemented uniformly and synchronously from January 1, 2025.
Continue to concretize and effectively implement solutions to ensure traffic order and safety in Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation; at the same time, continue to strictly implement the directions of the Government and the Prime Minister on ensuring traffic order and safety.
In particular, strengthening inspection, supervision, timely detection and strict handling of party organizations, party members and cadres who violate the Party's policies and guidelines, the State's laws on the field of traffic, or fail to fully perform assigned duties, tasks and powers.
Organize a comprehensive review of the implementation and results of assigned tasks according to the directions of the Party, Government, Prime Minister and the programs and plans of the National Traffic Safety Committee; evaluate the results achieved, shortcomings, limitations and causes.
Proactively develop plans and strategies to prevent traffic accidents and maintain traffic order and safety to serve people celebrating the New Year, Lunar New Year and the 2025 Spring Festival.
The Ministry of Public Security directs the police of all units and localities to increase patrols, control, and strictly handle violations that are the direct cause of traffic accidents, violations that are the main cause of serious traffic accidents (such as violations of regulations on alcohol and drug concentrations, transporting oversized and overloaded goods, "extending" the vehicle's bed...).
Strengthen patrols, control and strict handling of violations by motorbikes transporting passengers and goods through online ride-hailing applications, and consider the responsibility of the unit managing the technology connection application when many vehicles violate the law on traffic order and safety.
Focus on building and completing traffic command information centers and traffic monitoring and control centers; enhance the application of science, technology, professional technical equipment, and camera surveillance systems to detect and handle violations.
Promote propaganda and dissemination of laws on traffic order and safety; launch a mass movement to condemn, detect and provide documents reflecting violations of laws on traffic order and safety for the Traffic Police to handle in accordance with the provisions of law.
