On March 13, the People's Committee of Quang Binh province announced that it had issued a document to rectify the delay in handling administrative procedure records (APs) in February 2025, according to data integrated on the National Public Service Portal.
Implementing the Prime Minister's direction on strengthening discipline and administrative discipline in receiving and handling administrative procedures and providing public services (DVC), the People's Committee of Quang Binh province has continuously issued many documents to direct and rectify the situation of delays in handling documents.
However, according to the February 2025 report and data extracted from the National Public Service Portal, there are still many areas under the authority of departments and district-level People's Committees with an overdue dossier rate of over 5%, affecting the province's assessment index on the National Public Service Portal.
Notably, the Department of Construction's Construction sector has up to 28.17% of overdue records on the National DVC Portal. Next is the Department of Agriculture and Environment's field of Natural Resources and Environment up to 23.7%.
The People's Committee of Quang Binh province has requested the Departments of Construction, Agriculture and Environment, Finance, Home Affairs, Health, Industry and Trade and related localities to seriously learn from experience and report on the delay in receiving and handling administrative procedures.
At the same time, units need to urgently direct the final handling of backlogged and overdue records on the Provincial Information System for Resolving administrative procedures and the National Public Service Portal. The handling results must be reported to the Provincial People's Committee before March 25, 2025.
In case the dossier is backlogged due to software errors or data synchronization errors, the Provincial People's Committee requests units to compile a list of dossiers, determine the cause and coordinate with the Department of Science and Technology to thoroughly fix it. In addition, the Department of Science and Technology will be responsible for guiding and supporting departments, branches and localities in promptly handling errors.
The Provincial People's Committee assigned the Provincial People's Committee Office to urge, inspect and evaluate the implementation results of departments, branches, sectors, and district-level People's Committees on the System to monitor the implementation of tasks. Relevant agencies, units and localities must seriously implement the direction of the Provincial People's Committee.
