Ensuring regulations
As one of the owners of fishing vessels that strictly comply with fishing regulations, Mr. Pham Thanh Binh (Bao Ninh commune, Dong Hoi city, Quang Binh province) said that he always proactively inspects the vessels before going to sea, ensuring the operation of the voyage monitoring system (VMS) to avoid violations.
According to Mr. Binh, compliance with regulations on seafood exploitation not only ensures compliance with the law but also avoids affecting the entire Vietnamese seafood industry.
"We always strictly follow regulations, register all fishing licenses, comply with fishing vessel marking and VMS equipment. People need to realize that doing things in accordance with regulations not only protects their rights but also contributes to maintaining the Vietnamese seafood industry" - Mr. Binh shared.

He also emphasized that in addition to fully implementing administrative procedures, ship owners need to regularly update information about the new regulations, participate in training organized by authorities and absolutely not encroach on foreign waters.
Strictly handle fishing vessels that violate
On March 12, speaking with a reporter from Lao Dong Newspaper, Mr. Le Ngoc Linh - Head of the Quang Binh Fisheries Sub-Department - said that the province has completely resolved the issue of 3 no fishing vessels, 100% registered; 87.3% inspected; 95.7% granted fishing licenses; 100% fishing vessels and 97.9% installed VMS.
Mr. Linh also emphasized the need to strictly control ships that have passed the inspection period and have not installed VMS: "Ship that do not meet the conditions must definitely not go to sea. We have made a specific list and assigned it to the People's Committees of communes, Border Guard forces and fishing ports for close supervision. Those who do not have enough documents cannot go to sea to exploit".
In 2024, the Quang Binh Fisheries Sub-Department has fined 3 cases of fishing vessels losing VMS connection for less than 10 days with an amount of 75 million VND and 9 cases of losing connection for more than 10 days, fined 225 million VND. The Department also coordinates with telecommunications units to verify the cause of the disconnection, ensuring that there is no situation of intentional disabling of equipment to avoid inspection.
At the assessment of the results of combating IUU fishing in 2024 and setting out the direction for 2025, Colonel Trinh Thanh Binh - Commander of the Quang Binh Border Guard emphasized: "In the coming time, the Provincial Border Guard will strengthen coordination with the Coast Guard, Navy, Fisheries Control, Fisheries Sub-Department, Border Guards of provinces and local authorities to regularly grasp, exchange information, investigate, verify, and handle fishing vessels violating IUU fishing".
Coastal border guards will regularly organize propaganda and dissemination of laws to each ship owner and crew member, and at the same time encourage people to sign a commitment not to violate regulations on IUU fishing.
