In recent years, in Hanoi, electric poles, electrical cabinets or transformer stations have suddenly become places to hang and paste advertisements, classified ads, and find documents. These images have become familiar to the people of the capital. Despite the provisions of the law, many illegal advertisements and classified ads have brazenly appeared on power grid projects.
Furthermore, electrical cabinets and transformer stations are clearly warned against approaching because electricity poses many potential life-threatening risks, but many people still deliberately come close to post and draw advertisements.
Mr. Tran Van Duy - Head of EVNHANOI Safety Department - said that leaflets and advertisements not only spoil the urban beauty but also directly affect people's lives.
Prohibition signs covered by advertisements lose their warning effect and pose a potential danger to people, especially during storms or hot weather.

EVNHANOI staff and workers must regularly dismantle advertising billboards to ensure public safety as well as operational management. Despite many campaigns to remove and remove illegal advertisements and classified ads, this situation continues to grow like mushrooms after the rain.
Illegal advertisers often take advantage of late nights and deserted areas to hang and post illegal advertisements, making it difficult to inspect and detect them.
In addition to the efforts of the electricity industry and functional forces, business households in the city should proactively update legal documents, regulations, and grasp information related to their field of operation to have appropriate forms of advertising. Do not take advantage of electrical stations and electrical cabinets as places to post advertisements and classified ads.
Currently, there are regulations on penalties for the above-mentioned acts. Specifically, based on Clause 1, Article 34 of Decree 38/2021/ND-CP on penalties for prohibited acts in advertising activities, accordingly: Fines from VND 1,000,000 to VND 2,000,000 for acts of hanging, placing, pasting, or drawing advertising products on electric poles, electric posts, traffic signal poles, and trees in public places.
In addition, Clause 2, Article 34 of Decree 38/2021/ND-CP stipulates a fine of VND 10,000,000 to VND 20,000,000 for advertising that affects urban aesthetics, traffic safety and order, and social safety. In addition, based on Clause 2 and Clause 3, Article 5 of Decree 38/2021/ND-CP, in case of violation, the fine will be doubled.
