The root cause of economic stagnation and declining competitiveness lies in declining productivity. The solution to maintaining a better life and achieving growth also lies in improving productivity. Therefore, productivity plays a very important role, being the key factor determining the competitiveness of the economy. Productivity also has great significance for the development of the whole society, being the driving force for the socio-economic development of every country.
According to productivity experts, what leads to low productivity in a country and affects businesses is like a cycle that repeats and never stops, if the mindset and working methods do not change. Specifically, low productivity leads to increased selling prices, increased selling prices increase unit costs. Costs increase but consumption is low, low consumption does not fully utilize production capacity and leads to slow capital turnover. From there, it returns to the original state of low productivity. In any field, working productively always goes hand in hand with quality assurance for work to be highly effective, contributing to improving the quality of life of each individual, family and society.

In order to contribute to improving the productivity of the economy in general and the productivity and quality of enterprises in particular, in recent times, the National Committee for Standards, Metrology and Quality (NCSTQQ) has effectively implemented the tasks according to the plan in Decision No. 1322/QD-TTg dated August 31, 2020 of the Prime Minister approving the National Program to support enterprises in improving productivity and quality of products and goods in the period 2021 - 2030 (Program 1322). Specifically, the NCSTQQ has guided a number of ministries, branches and localities to implement the tasks and solutions under Program 1322; Guide ministries, branches and localities to propose tasks of Program 1322 to be implemented from 2025 and organize and coordinate with the Councils of the Ministry to review and select tasks to be implemented from 2025. Manage 21 national-level S&T tasks to be implemented from 2022; implement 07 national-level S&T tasks to be implemented from 2022 and 2024 under Program 1322.
The National Quality Standards Committee also organized conferences, workshops and working sessions with 12 localities on the implementation of Program 1322; organized workshops for businesses in Da Nang on greenhouse gases, carbon footprint, and shared model points on productivity improvement; supported nearly 300 businesses nationwide in applying standards, management systems and tools to improve quality productivity; supported universities in publishing 03 textbooks on Quality Productivity and introducing quality productivity knowledge into nearly 50 official training programs of universities and colleges and promoted the information and communication network on productivity in more than 20 universities and colleges through knowledge dissemination workshops, learning about productivity knowledge and student competitions on quality productivity.
Continue to implement the Master Plan for improving productivity based on science, technology and innovation for the period 2021 - 2030 approved in Decision No. 36/QD-TTg dated January 11, 2021 of the Prime Minister. The National Committee for Standards, Metrology and Quality continues to support and guide ministries, branches and localities to develop and implement plans to improve productivity based on science, technology and innovation.
Up to now, 43 localities and 02 corporations and general companies have issued a Master Plan to improve productivity based on science, technology and innovation; Formed 15 productivity improvement clubs for students at 15 universities and colleges; Proposed the content of "coordinating with relevant units to propose solutions to promote research, application of science, technology and innovation to increase social labor productivity according to the direction of the Prime Minister".
