Quang Ninh - Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 685/TTg-KTTH dated September 10, of the Prime Minister to the Hai Phong City Party Committee and People's Committee and the Quang Ninh Provincial Party Committee and People's Committee.

According to the Official Dispatch: Hai Phong City and Quang Ninh Province are the two localities heavily affected by storm No. 3. At meetings and working sessions with the two localities, the Prime Minister plans to support each locality with 100 billion VND from the central budget reserve to overcome the consequences caused by storm No. 3. However, with the spirit of self-reliance, mutual support and mutual love, the leaders of Hai Phong City and Quang Ninh Province reported that they will proactively balance local resources to overcome the consequences of storm No. 3 and allocate central budget resources to support other localities in more difficult circumstances. The Prime Minister acknowledged, commended and highly appreciated the proactive, responsible, self-reliant and self-reliant spirit of Hai Phong City and Quang Ninh Province, the sharing of the two localities with the central budget and the disadvantaged localities affected by storm No. 3.
