Section II of Decision No. 700/QD-TTg dated April 20, 2026 of the Prime Minister approving the project to strengthen the training of cadres and civil servants in communes, wards, and special zones to meet the requirements of operating local governments at 2 levels in the period 2026 - 2031, stipulates the subjects, scope, and implementation time of the project as follows:

1. Subjects: Cadres and civil servants working in Party agencies, People's Councils, People's Committees in communes, wards, and special zones.

2. Scope: Applied to commune-level cadres and civil servants nationwide.

3. Implementation time: Implement the specific goals and tasks of the Project from 2026 to the end of 2031.

Clause a, Article 2, Section III of Decision No. 700/QD-TTg stipulates specific objectives in the period 2026 - 2028 as follows:

a) Phase 2026 - 2028: Focus on fostering specialized expertise, fostering and training expertise, skills, nghiệp vụ, management and operational capacity to have sufficient basic capacity to perform tasks and official duties, specifically:

- Based on the actual situation, agencies and units assign commune-level officials and civil servants who do not meet the professional requirements of the (new) job position to train in specialized professional knowledge. Ensure that by the end of 2028, 100% of commune-level officials and civil servants who do not meet the professional requirements of the job position are assigned to train in specialized professional knowledge.

- Ensure that 50% of professional civil servants at the commune level are trained in general knowledge of state management to meet the requirements of operating local governments at 2 levels.

- Ensure that 100% of commune-level cadres and civil servants are trained and professionally and professionally trained according to industry and field; train complementary skills to effectively perform assigned tasks.
