The Prime Minister issued Decision No. 706/QD-TTg on the preliminary review plan for 1 year of implementing the arrangement of administrative units and organizing the 2-level local government model.
This official dispatch requires a comprehensive assessment of the arrangement and use of the contingent of cadres, civil servants, and public employees after merging public service units and arranging administrative units at all levels.

Similarly, reader Ly Tran (Quang Ngai) reflected that he worked in the commune for 56 months, was assessed as capable but did not meet the conditions for being considered for civil servant status. From this reality, readers proposed that there should be a special mechanism to create conditions for such near-term cases to continue working.
Meanwhile, reader Bui Thi Minh said that although she has 15 years of service and meets the conditions, she is still not assigned to civil servant or public employee positions because she no longer has targets. Implementing the 2-level local government model, the Government Steering Committee allows localities to temporarily extend the use of non-specialized commune-level personnel until before May 31, 2026.
The extension is aimed at avoiding sudden disruptions and ensuring the maintenance of the operation of the political system at the grassroots level. Because before the time of rearranging administrative units, there were about 120,500 people in this force nationwide.
