Before the deadline of May 31, many non-specialized commune-level workers left their positions and began their journey to find new jobs.

With a university degree in state management, Mr. Nguyen The Phong (name changed, Hien Quan commune, Phu Tho province) - a non-specialized commune-level official with nearly 15 years of service, hopes to quickly find a suitable job after resigning.

Mr. Phong wants to apply for an administrative staff position at a business in an industrial park near his house. In addition, he is also learning about many other jobs such as warehouse staff, assistant at a building materials store or sales support.

Before, I was used to working in the commune, there were many things I could do but I didn't have experience in the business environment, so I am still looking for opportunities" - Mr. Phong shared.

While not finding a stable job, Mr. Phong returned to help his family raise chickens and take care of the family's tea hill.

Previously, when he was still working in the commune, Mr. Phong held many positions such as office staff, in charge of unions and then in charge of internal affairs. Total income from allowances was more than 5 million VND per month. Although not high, the job was stable and familiar to him for many years.

He started working as a non-specialized cadre at the commune level in 2011. During his work, he worked and studied to complete his university degree to meet the qualification requirements of grassroots cadres.

Mr. Phong said that the locality is allowed to extend the use of non-specialized commune-level personnel until before May 31, 2026. After this time, the team of non-specialized officials will be streamlined or rearranged according to the new model.

Therefore, from April, he decided to quit his job and carry out procedures to enjoy benefits according to regulations.

Mr. Phong's story is also a reality for many non-specialized commune-level workers.

Currently, some localities are reviewing and arranging non-specialized commune-level staff, with options such as civil service entrance exams, re-arrangement or settlement of severance benefits.

In Hanoi, the Department of Home Affairs guided the temporary arrangement of this force to continue working until before May 31, mainly in 2 groups of positions including supporting the operation of the political system in new communes and wards and participating in non-specialized positions in villages and residential groups. The city is continuing to review the needs to rearrange part of the personnel in the transitional period.

Meanwhile, in Thanh Hoa, as of January 30, the whole province had 2,119 cases that had decisions or completed resignation dossiers, of which some resigned from mid-2025, and the rest were resolved in recent times.

In addition to the above localities, many provinces such as Bac Ninh, Thai Nguyen, Ha Tinh, Phu Tho, Ninh Binh, Son La... are implementing review, classification and development of handling plans according to the general guidance of the Central agency. The arrangement, temporary use or settlement of regimes for this force are all implemented with the goal of completion before May 31.
