2 groups of military personnel have their monthly allowances adjusted to increase by 8%

Article 2 of Circular 103/2026/TT-BQP of the Ministry of National Defense stipulates the adjustment of monthly allowances for soldiers and cipher officers receiving salaries as for demobilized, discharged, and resigned soldiers, stipulating the subjects of application as follows:

1. Military personnel who have been demobilized and discharged are receiving monthly allowances according to the provisions of Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for military personnel participating in the anti-American resistance war for national salvation who have worked for less than 20 years in the Army and have been demobilized and discharged to their localities, amended and supplemented by Decision No. 38/2010/QD-TTg dated May 6, 2010 and Decision No. 22/2025/QD-TTg dated July 10, 2025 of the Prime Minister (hereinafter referred to as Decision No. 142/2008/QD-TTg).

2. Military personnel, people working in cryptography who receive salaries as for military personnel who have been demobilized, discharged from the army, resigned and are receiving monthly allowances according to the provisions of Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged from the army, resigned, amended and supplemented by Decision No. 22/2025/QD-TTg (hereinafter referred to as Decision No. 62/2011/QD-TTg).

3. Agencies, units, organizations and individuals involved.

Article 3, Circular 103/2026/TT-BQP stipulates the calculation method and adjustment level as follows:

1. Adjust an additional increase of 8% on the monthly allowance level of June 2026 for subjects specified in Clauses 1 and 2, Article 2 of this Circular, according to the following formula:

Monthly allowance level enjoyed from July 2026 = Monthly allowance level enjoyed at June 2026 x 1.08

2. Monthly allowance level for subjects specified in Clauses 1 and 2, Article 2 of this Circular after being adjusted to increase, specifically as follows:

a) From 15 years to less than 16 years, the allowance level is 2,838,000 VND/month;

b) From 16 years to less than 17 years, the allowance level is 2,966,000 VND/month;

c) From 17 years to less than 18 years, the allowance level is 3,097,000 VND/month;

d) From 18 years to less than 19 years, the allowance level is 3,227,000 VND/month;

d) From 19 years to less than 20 years, the allowance level is 3,353,000 VND/month.

Clause 1, Article 6, Circular 103/2026/TT-BQP stipulates: This Circular takes effect from August 30, 2026. The provisions of this Circular are implemented from July 1, 2026.

Thus, from July 1, 2026, the above military personnel will have their monthly allowance adjusted to increase by 8%.
