Clause 3, Article 25 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates the content of civil servant evaluation as follows:
a) Political qualities, moral qualities, professional ethics; sense of discipline and order in performing tasks; compliance with the provisions of law on public employees and regulations of agencies, organizations, and units;
b) Professional and nghiệp vụ competence according to the requirements of the job position; ability to meet the requirements of performing assigned tasks regularly and unexpectedly; sense of responsibility in performing tasks; attitude of serving people and businesses towards job positions that directly contact people and businesses; ability to coordinate with colleagues;
c) Capacity to innovate, be creative, dare to think, dare to do, dare to take responsibility for the common good in performing tasks;
d) Results of task implementation through the quantity, quality and progress of products according to job positions;
d) Other contents as required by the job position.
In addition to the above contents, management officials are also evaluated according to the operating results of the unit or field assigned to leadership, management, and responsibility; ability to organize and implement tasks; capacity to gather and unite officials and employees under management authority.
Thus, from July 1, 2026, the content of civil servant evaluation will be implemented according to the above regulations.
