Clause 3, Article 6 of Circular 14/2024/TT-BCA of the Ministry of Public Security stipulates that based on the requirements and tasks of ensuring security and order at the grassroots level, local police shall develop plans and organize drills for forces participating in protecting security and order at the grassroots level in accordance with assigned tasks in the following situations:

a) Directly detect violations of laws on security, order, social evils, and domestic violence in the area of ​​responsibility;

b) Participate with the commune-level police in checking the population, temporary residence, and temporary absence; grasp demographic information in the area under their charge; grasp information on the activities of business establishments in industries and trades with conditions on security and order; detect violations of regulations on management and use of fireworks, weapons, explosives, and support tools;

c) Participate in mobilizing and educating people who have committed violations of the law and are residing at the facility;

d) Support for fire prevention, fire fighting, rescue and relief;

d) Protect the scene, maintain security and order, and provide first aid to victims;

e) Arresting criminals red-handed or wanted persons;

g) Resolving conflicts among the people;

h) Participate with the commune-level police in patrolling to ensure security and order; and in directing and resolving traffic congestion;

i) Some other situations directly serving the performance of tasks of forces participating in protecting security and order at the grassroots level.
