Prohibiting teachers from forcing students to pay money outside of the law

The Lao Dong Newspaper Legal Consulting Office replied:

Article 11 of the 2025 Law on Teachers stipulates the following things that teachers are not allowed to do:

1. Teachers in public educational institutions are not allowed to do things that civil servants are not allowed to do in accordance with the provisions of the law on civil servants and other relevant legal provisions. Teachers in non-public educational institutions are not allowed to perform prohibited acts in the field of labor according to the provisions of the law on labor and other relevant provisions of law.

2. In addition to the provisions of Clause 1 of this Article, teachers are not allowed to do the following:

a) Discrimination between learners in all forms;

b) Fraud, intentional falsification of results in admission activities and assessment of learners;

c) Forcing learners to participate in extra classes in any form;

d) Forcing learners to pay money or in kind outside the provisions of law;

d) Taking advantage of the title of teacher and professional activities to commit acts that violate the law.

Thus, teachers are not allowed to force students to pay money outside of the provisions of the law.
