Regarding this issue, Lawyer Nguyen Anh Thom - Hanoi Bar Association said that in the salary reform roadmap for cadres, civil servants, public employees and armed forces, from 2026, teachers across the country will receive a new allowance called "professional allowance".
According to Conclusion No. 83-KL/TW in 2024 of the Politburo on continuing to implement salary policy reform, along with the issuance of the Job Position List system in the entire political system, current allowance regimes will be reviewed and rearranged.
Pursuant to Resolution No. 27-NQ/TW in 2018, many types of allowances will be adjusted to ensure that the total allowance fund accounts for a maximum of 30% of the total salary fund.
Notably, preferential allowances according to occupation, responsibility allowances according to occupation and toxic and dangerous allowances will be combined into occupational allowances.
The subjects of application include civil servants and public employees working in sectors and fields with higher than normal working conditions and appropriate preferential policies of the State such as: education - training, health, courts, prosecution, civil judgment enforcement, inspection, examination, auditing, customs, forestry, market management, etc.
Thus, after 2026, teachers will no longer receive three separate allowances as before, but will instead receive a unified allowance called a job allowance.
