Finding solutions for teachers before the new school year

Dozens of teachers and contract staff hope for stable regime

Talking to a reporter from Lao Dong Newspaper, a contract teacher at a secondary school in Cua Lo Ward said that they are still receiving their salary but it is not clear what the next time will be like, because the new ward government has received the team while Vinh City has terminated operations. "We don't know who will resolve our rights next school year" - this teacher shared.

This is also the common sentiment of dozens of teachers and contract staff at educational institutions in Vinh City (old). The whole city has 61 people, many of whom have been with the company for more than 10-20 years, have made many contributions but have not been recruited into the payroll, and there are even times when the treasury refuses to pay their salaries.

On July 31, 2025, the People's Committee of Cua Lo Ward issued Decision No. 619 to receive 47 contract teachers and staff. The leader of the Ward People's Committee said that he will continue to manage and at the same time seek opinions from competent authorities to ensure the regime and policies according to regulations.

Not only facing difficulties in the contract team, many schools in Nghe An also have a serious shortage of teachers. At Muong Xen Secondary School (Muong Xen Commune), there is currently a shortage of 14 teachers. Principal La Thi Thanh Huyen said that if the staffing is not supplemented, the school will be forced to sign an outside contract.

Meanwhile, Hien Son Secondary School (Bach Ha commune) reported that 12 teachers who have completed their secondment have returned to their old unit. Next school year, the school will maintain 16 classes but will lack up to 13 teachers, especially no IT teacher - a mandatory subject in the new general education program.

Similarly, Huu Khuong Primary Boarding School for Ethnic Minorities (Huu Khuong Commune) has submitted a document to Nghe An Department of Education and Training requesting to add 15 personnel, including 12 teachers and 3 school staff.

Schools in remote areas and areas with special difficulties believe that the shortage of teachers is still prolonged, especially in core subjects.

Focus on solving the problem of local teacher surplus - shortage

A representative of the Nghe An Provincial Department of Education and Training confirmed that they have received documents from many schools about the shortage of teachers and staff. "Local teacher shortage occurs frequently, and there are difficulties: where there are advantages, there is a surplus, where there is a shortage of difficulties. From July 1, 2025, according to Decree 142/2025, the authority to manage and transfer teachers will be transferred from the district level to the department. However, the Ministry of Education and Training has not yet issued a Circular with specific instructions, so the department cannot implement it immediately" - this person said.

Many teachers who have been transferred or seconded for decades in remote areas are now old and have declined their health but have not been transferred to their old schools. A typical example is Ms. N.T.M.S, 50 years old, who has worked away from home for 12 years after being disciplined for having a third child. Despite many recommendations, she has not been able to return to her old school.

A representative of the Nghe An Provincial Department of Education and Training admitted: "The wish of teachers to return to their old school is legitimate. The department's viewpoint is to create the most favorable conditions for teachers to work with peace of mind. However, it is very difficult to completely solve this problem, due to history and local surplus and shortage".

According to the Department of Education and Training of Nghe An province, in the coming time, if the authority to manage, mobilize, and second teachers in the area is fully assigned, the industry will study optimal solutions to arrange and arrange work appropriately, creating the most favorable conditions for teachers and school staff to feel secure in preparing for the new school year.
