Is it possible to transfer money online when a citizen identification card expires?

Article 21 of the 2023 Identity Card Law stipulates as follows: Vietnamese citizens who have been issued an ID card must carry out procedures for re-issuance of an ID card when they are 14 years old, 25 years old, 40 years old and 60 years old. ID cards that have been issued, re-issued, or reissued within 2 years before the age of re-issuance of an ID card specified in Clause 1 of this Article are valid until the next age of re-issuance of an ID card.

Clause 2, Article 8 of Circular 45/2025/TT-NHNN amends Clause 6, Article 16 of Circular 18/2024/TT-NHNN on the scope of card use as follows:

6. The card is only used to carry out card transactions by electronic means when the comparison is completed to ensure that the identity papers and biometric information of the cardholder match the card of the individual customer, the legal representative of the card of the organizational customer with:

a) Biometric data stored in the encrypted information storage part of the citizen ID card or ID card that has been accurately verified as issued by the Police agency or through electronic identification account verification of that person created by the Electronic Identification and Authentication System; or

b) Biometric data has been collected and tested (ensuring the correct match between the person's biometric data and the biometric data in the encrypted information storage part of the citizen identification card or the identification card has been verified to be issued by the Police agency or with the person's biometric data through electronic identification account authentication created by the Electronic Identification and Authentication System); or

c) Biometric data collected through direct meetings with that person for cases of foreigners who do not use electronic identification, Vietnamese people of Vietnamese origin whose nationality has not been determined; or

d) Biometric data of that person is stored in the National Population Database in case of using citizen identification cards without encrypted information storage devices.

Thus, to carry out transactions and online money transfers, information updated with the bank must match personal papers. When the citizen identification card expires, people must change their citizen identification card and update with the bank to be able to transfer money online.
