Article 2, Circular 46/2024/TT-BCA of the Ministry of Public Security (effective from November 15, 2024) stipulates the abolition of Point d, Clause 1, Point c, Clause 2 and Point b, Clause 3, Article 5 of Circular 67/2019/TT-BCA of the Ministry of Public Security on regulations on implementing democracy in ensuring traffic order and safety as follows:

Article 5 of Circular 67/2019/TT-BCA stipulates the public content of the People's Public Security in the work of ensuring traffic order and safety as follows:

1. In patrolling, controlling and handling administrative violations:

a) Procedures for patrolling, controlling and handling administrative violations;

b) Name of the agency, address, on-duty phone number, and suggestion box of the police agency responsible for patrolling, controlling, and handling administrative violations;

c) Uniforms, People's Public Security numbers, and means, technical equipment, and support tools are made public according to regulations;

d) Plan for general control of traffic vehicles, Plan for patrolling, controlling and handling violations by traffic topic, plan for regular patrolling, controlling and handling violations, including the following specific contents: Name of unit; route; types of vehicles and violations to be controlled and handled; implementation time;

d) Duties and powers of officers and soldiers when performing patrolling, controlling and handling administrative violations;

e) Rights and obligations of citizens when officers and soldiers conduct inspection, control and handle administrative violations.

Thus, from November 15, 2024, the Traffic Police will not have to publicize the general traffic control plan, thematic traffic patrol, control and violation handling plan, regular patrol, control and violation handling plan, including the following specific contents: Name of unit; route; types of vehicles and violations to be controlled and handled; implementation time while performing patrol, control and administrative violation handling work.
