The Lao Dong Newspaper Legal Consulting Office replied:
Article 33 of the Law on Fire Prevention, Fire Fighting and Rescue 2024 (effective from July 1, 2025) stipulates the responsibility for rescue as follows.
1. People detecting rescue and relief situations, agencies, organizations, households and individuals near the scene of fires, accidents and incidents participate in rescue and relief under conditions and capabilities.
2. Health agencies, electricity, water supply, urban environment, transportation and other relevant agencies, organizations and unions are responsible for coordinating in participating in rescue and relief immediately upon request from the Fire Prevention, Fire Fighting and Rescue Police force or the competent commander of rescue and relief; mobilizing people and vehicles under their management to the place of fire, accident, or incident to participate in and support rescue when mobilized.
3. When receiving reports of accidents or incidents, fire prevention, fire fighting and rescue forces that need to be rescued under their management or receive orders and mobilization decisions must promptly come to rescue and save.
4. The People's Public Security force is responsible for organizing to ensure security, order, protect rescue and relief areas; participate in rescue and relief; ensure traffic order and safety for rescue and relief forces and vehicles to travel as quickly as possible.
5. The heads of agencies, organizations, and Chairmen of People's Committees at all levels are responsible for participating in rescue and relief under their management.
6. The Minister of Public Security stipulates the work of being on duty for rescue, relief, organization of rescue and relief of the Fire Prevention, Fire Fighting and Rescue Police force and other forces in the People's Public Security.
Thus, from July 1, 2025, the Chairman of the Commune People's Committee is responsible for participating in rescue and relief work under the management scope according to the above regulations.
